    The position (K

    The Kansas Department of Health and Environment has a Licensing Specialist opening that is fully remote, with preference given to applicants located in southeast Kansas. This position will be working specifically with the following counties: Allen, Anderson, Chautauqua, Elk, Linn, Montgomery, Wilson, and Woodson. In this role, the successful candidate will evaluate compliance for health and safety needs, supervision and health protocols in regulated childcare facilities. Applies and interprets regulation to facilitate the applicant's decision making through accurate application of regulations, consultation and technical assistance.

    Job Responsibilities may include but are not limited to the following:

    During the pre-application phase, the position conducts a required licensing orientation for each applicant in one of two ways. The presentation is conducted face to face in an individual or group setting or virtually with a power point printed copy for the participant. Evaluating compliance requires a scheduled on-site initial survey and all subsequent surveys are all unannounced and on site at the childcare facility. The position responds to provider and public questions regarding regulatory compliance either by phone or through email queries.

    Participate with partnering agencies in conducting joint complaint investigations with the emphasis on health and safety and compliance with regulations. Recommend regulatory enforcement action when indicated. May testify as an expert witness at administrative hearings. Work is conducted with the assistance of the Regional Administrator and or the District Specialist assigned to the management area.

    Interpret regulations, policies and procedures to health departments, providers, provider organizations, partner agencies and the public. Facilitates and promotes within communities for recruitment of new providers. This requires extensive knowledge of program, organizational goals, regulations and guidelines which tend to be technical in nature, requiring careful interpretation and application. Work is review by supervisor through CLARIS and telephone conference. Onsite training will be conducted by the District Specialist.

    Qualifications

  • Education : Associate's degree with a minimum of twelve credit hours in Early Childhood coursework.
  • Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications: Associate's degree with a minimum of twelve credit hours in Early Childhood coursework. Two years of experience in services to young children.
  • Preferred Qualifications: Associate's degree in Early Childhood or related field. Bachelor's degree in Early Childhood or related field. Two years of experience assessing compliance within a regulatory program. Proofreading, editing, attention to detail. Word, Excel, PowerPoint, Access. Candidate located in the southeast Kansas region.
