    • EJob DutiesThis position manages and supports the Human Resource Operations function in the Human Resource Division by providing support to all employees, with a focus on providing excellent customer service.
    Daily contact with employees, supervisors, and agency management; establishes & maintains strategic partnerships; and independently handles many complex, sensitive & controversial issues. Responsibilities include managing and performing all the various human resource generalist functions and other Human Resource Division operational duties, supporting the Human Resource Director to include providing leadership, counsel and direction to all Human Resource Division staff members as required. Position will supervise two classified Human Resource Generalist positions and one Safety Officer position. Position is responsible for establishing operational processes to ensure the workflow of the Human Resource Division is uninterrupted. Advises Human Resource Director of routine and non-routine actions.

    This position is responsible for serving as the Human Resource Director assigned designee for all Human Resource Division senior management decisions when the Human Resource Director is absent or unavailable.

    This position works closely with Human Resource Director with a shared responsibility and vision for the HR Team.

    Minimum Qualifications=> Considerable knowledge of Commonwealth of Virginia Human Resources policies, procedures, programs, and practices including leave administration, employee benefit programs, and processing personnel actions.=> Considerable knowledge of federal and state employment law including Workers' Compensation, EEO, ADA, FLSA, FMLA and VSDP.=> Considerable computer skills in MS Word, Excel, Outlook, and PowerPoint to generate and format data as needed or requested, to write reports, compose correspondence, and provide statistical data.=> Strong interpersonal, written and platform communication skills required.=> Demonstrated ability to apply and interpret personnel policies and guidelines and to interact with all levels of management and employees.=> Demonstrated ability to work independently, to prioritize work and meet deadlines.=> Experience using Cardinal HCM.Additional Considerations=> Experience using PageUp, Phoenix and HR Data Insights a plus.

    => Supervisory experience:

    knowledge of effective supervisory practices and techniques and experience working in Human Resources for a Commonwealth of Virginia agency a plus.=> Extensive training in human resources principles, practices, and procedures through college coursework, seminars, or on-the-job training a plus.=> Professional Human Resource Certification, such as PHR/SPHR, SHRM-CP/SHRM-SCP or PSHRA Certification a plus.
