    Essential Duties:
    • Prepare and issue quotations and bid documents according to established procedures and guidelines.
    • Study market conditions, price structures, source of supplies, and new product development of items to be purchased for the school system.
    • Develop and provide training and instruction to school system personnel on purchasing procedures and assist personnel with placing orders.
    • Assist staff by providing technical guidance and direction in purchasing.
    • Monitor purchase requisitions to determine that appropriate procedures are followed to support best value on items purchased.
    • Design and manage contract management workflow practices.
    • Maintain Purchasing website with up-to-date information and training.
    • Assess current purchasing processes and lead continuous improvement initiatives to drive automation and efficiency of procurement workflow, coordinating with Information Services and/or vendors, as required.
    • Review and implement, to the extent possible, internal controls and procedures designed to safeguard the assets of the school district.
    • Perform other duties and responsibilities as assigned.
    Qualifications:
    • Minimum of a Bachelor's degree from an accredited college or university with coursework in public or business administration, preferred.
    • Two or more years of progressive experience in procurement and contracts; experience with public procurement, preferred.
    • Certified Public Procurement Buyer certification or equivalent, preferred.
    • Experience with bid proposals, specification writing, vendor negotiation, contract review, and contract management, preferred.
    • Knowledge of purchasing requisitions and purchase orders.
    • Ability to work with diverse groups.
    • Ability to work independently and exercise professional judgment in decision-making.
    • Ability to analyze existing processes and identify areas for improvement.
    • Strong computer skills with applicable knowledge of Microsoft Excel and various procurement software; ability to lead professional development on relevant software.
    • Exceptional integrity, commitment to confidentiality, excellent character, and strong professional reputation.
    • Ability to abide by the Georgia Professional Standards Code of Ethics for Educators.
    • Must be regularly, predictably, and reliably at work.
    • Ability to be present at the physical worksite.
    • Must perform tasks involving prolonged periods of standing, walking, and sitting.
    • Must perform routine physical activities such as bending and lifting/pushing/pulling up to 50 pounds.
    • Vision, hearing, written, and verbal communications are essential factors in performing required tasks.
