    The Division of Administration/Office of State Procurement has a vacancy. This job title has an assigned pay grade of AS-622.

    This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

    Responsibilities include providing legal counsel and advisement to the Office of State Procurement.

    Preference may be given to applicants with a license to practice law in the State of Louisiana.

    A criminal history check may be conducted on all new hires as well as employees changing positions including promotions, demotions, details, reassignments and transfers.

    Qualifications


    MINIMUM QUALIFICATIONS:

    Anyof the following will qualify:

    • A baccalaureate degree plus five years of professional level experience in procurement, contracts, grants, auditing (financial, operational or compliance), budgeting, financial analysis, accounting, or data management.
    • A baccalaureate degree plus four years of professional level experience at the manager level or above with responsibility over procurement, contracts, grants, auditing (financial, operational or compliance), budgeting, financial analysis, accounting, or data management as well as other functions for an agency, organization, or private company.
    • Possession of a license to practice law in the state of Louisiana plus three years of experience as a practicing attorney with responsibility for providing legal advice concerning procurement policies and procedures to a large governmental central purchasing office and/or central contract review office.

    SUBSTITUTIONS:
    Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

    Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

    A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

    30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

    90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

    120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.


    College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree.

    Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.


    A master's degree in public administration, business administration, management, finance, or accounting will substitute for one year of the required experience.

    A Juris Doctorate will substitute for one year of the required experience.


    Certification by the Universal Public Purchasing Certification Council (UPPCC) as a Certified Professional Public Buyer (CPPB) or a Certified Public Purchasing Officer (CPPO) will substitute for one year of the required experience.


    NOTE:
    Any college hours or degree must be from an accredited college or university.

    May exercise direct or functional supervision over State Procurement personnel.


    LOCATION OF WORK:
    Division of Administration, Office of State Procurement. Other locations may be approved by SCS.


    JOB DISTINCTIONS:


    Differs from State Procurement Manager by the presence of responsibility for serving as a technical consultant and subject matter expert for the largest and most complex statewide procurement functions to include final review and delegated approval authority at the highest level.

    Differs from State Procurement Deputy Director by the absence of administrative responsibility for all statewide procurement functions.

    Leads agency personnel in implementing statewide strategic procurement initiatives, programs and projects of the most complex nature.


    Consults with state agencies at the highest level by providing recommendations and managing the implementation of all policies and compliance decisions regarding the regulatory duties of the Office of State Procurement.


    Exercises procurement and contract final approval authority over defined categories of supplies, operating services, professional services, or types of procurement activity at high monetary levels as delegated by the State Procurement Director.


    Serves as a special assistant and administrative advisor to management; serves to administer the programs and activities of the office as assigned in the absence of the State Procurement Director.

    Exercises oversight of delegated final approval authority extended to managers and staff. Makes recommendations to the State Procurement Director regarding statutory and regulatory oversight obligations.

    Serves as a hearing officer over vendor complaints and contract controversies.


    Responsible for the exercise of initiative in analyzing and evaluating policy and procedural changes, transferring broad policies into operational plans of action, and resolving operational and administrative challenges pertaining to the procurement and contracting functions.


    Meets with management, procurement teams, agency representatives and others to discuss procurement cycles; develops methods and policies for obtaining effective sources of services and supplies.


    Monitors activities of state agencies to ensure compliance with procurement procedures, laws, rules and regulations; takes necessary action to correct any findings.

    Assures relations between agencies and vendors are maintained.


    Counsels and consults with management, team leads and staff on quality assurance, progress of work, operations, and administrative challenges affecting team performance.

    Plans, develops, coordinates and manages a variety of special projects and programs for procurement processes statewide. Formulates current and long range plans and policies for the assigned program.


    Manages the development and implementation of innovative procurement programs and processes such as consortia, multi-state cooperatives, and "just-in-time" purchasing programs.


    Researches state-of-the-art governmental procurement through professional literature and correspondence with external government entities, quasi-governmental agencies and non-profits; oversees the implementation and adaptation of programs and methods applicable to Louisiana governmental procurement.


    Develops, plans and conducts workshops and seminars to educate state personnel and vendors of laws, policies and procedures governing state procurement and specific purchasing programs.


    Serves as technical consultant to the State Procurement Director and Commissioner of Administration on procurement and regulatory matters; recommends legislative action on bills and laws associated with procurement programs or procurement reforms.


    Confers, corresponds, and conducts meetings with high level officials, executives, and managers from the vendor, agency, board, and commission communities in order to seek information and explain and/or clarify procurement policies, regulations, and programs.

    Assists the State Procurement Director and Deputy Director in determining strategic plans and goals for the office. Assists with the implementation of such plans and goals.


    Assists the State Procurement Director in presenting and explaining issues surrounding disputed awards in sessions with legislators, attorneys, the Commissioner of Administration, or other top officials.


    Directs and participates in preparing comprehensive reports concerning procurement administration for presentation to the Commissioner of Administration, Office of the Governor, legislators, and senior officials.
