    What you'll do:
    Leading a team of talent professionals to manage all phases of a comprehensive training portfolio.

    Consulting with a variety of customers at all levels inside and outside state government to assess training needs, identify strategies, and implement programs that support business needs and enhance individual and organizational growth.

    Researching, developing, and designing training curriculum, content and material using effective best practice learning strategies that educate and entertain in ways that support adult learning.

    Assessing instructional effectiveness and determine the impact of training on employee skills and Key Performance Indicators (KPIs)Designing programs that leverage technology to help the State remain a competitive employer of choice and viable in often rapidly changing times.

    Fostering positive, productive relationships with internal talent development staff and contractors to design and deliver successful development solutions.

    Strategically promote and market programs to current and potential customers that include state and local government agencies and private sector organizations.

    Administer an enterprise-wide performance management program, focused on team member growth and development, building effective feedback and communication, and optimizing performance.

    Administering statewide employee recognition programs that include the Governor's Award for Quality and Productivity, Statewide Employee of the Month, Employee Award of Distinction, etc.

    Coordinating the State's professional development website presence and any future Learning Management System (LMS) application by working in collaboration with OA/Information Technology Services Division.

    Participating on the Division of Personnel's leadership team.
    Understanding budgetary considerations involved in establishing fee structures to generate revenue stream, control expenses, and sustain operations.

    Leading, or assisting with special projects as directed by the Governor, the OA Commissioner, or the Division of Personnel Director.


    All you need for success:


    Minimum QualificationsMaster's degree and 6-7 years of relevant experience preferredDesired Knowledge, Skills, and AbilitiesProven history of serving in leadership roles with a personal aptitude to embrace and support professional growth and change management strategies.

    Demonstrated record of excellence related to curriculum design, training, and employee recognition programs. Knowledge of e-learning platforms.
    Familiarity with the principles of continuous improvement and change management.
    Exceptional writing and oral communication skills and an awareness of the importance of messaging information effectively.

    Competence in developing a rapport with others and adapting to interpersonal styles when communicating one-on-one with individuals, working with diverse groups, facilitating training sessions, leading focus groups, and other interactions.

    Ability to market ideas and initiatives in ways that build interest and encourage buy-in and participation among employees at all levels.

    Ability to merge traditional training models with value-added use of technology to meet the needs of a diverse customer base.

    Ability to handle multiple assignments, prioritize tasks, and meet deadlines.
    Service oriented focus and ability to work as part of a fast paced, high performance team.
    Strong organizational and management skills and understanding of the need for data-driven results.
    High-energy, can-do attitude.
    Successful background check results are required for employment in this position.
