    Vice President of Finance & Treasurer, CFO

    Overview:


    The Vice President of Finance and Treasurer to the Board of Trustees will fully support Cincinnati State's strategic priorities including academic and workforce initiatives, student success, financial sustainability and accountability, educational partnerships, and the Cincinnati State Technical & Community College Foundation.

    As the College's chief financial officer, the Vice President will work closely with the President, Executive Team, and the Board of Trustees to manage the fiscal health and sustainability of the College.

    The Vice President will demonstrate a commitment to high ethical and professional standards and possess an innate understanding of the allocation models and accountability standards relevant to Ohio public institutions of higher education, particularly those impacting Ohio's Community Colleges.

    The successful CFO should be able to demonstrate superior analytic, strategic, management, accounting, and finance skills.

    The successful candidate must demonstrate their ability to be a hands-on manager of the College's finance and accounting issues and must be able to manage the finance and accounting team, but also be self-sufficient as it relates to operating key functions related to finance and accounting.


    Essential Duties & Responsibilities:
    Financial Reporting and Planning

    • Prepares and maintains long-term financial forecasts for all of the college's funds. Monitors short- and long-term internal and external financial and operational developments to ensure that forecasts are current and accurate.
    • Contributes to the college meeting its strategic objectives by assisting administrators and department heads in conducting financial analysis of current and proposed activities
    • Collaborates with academic and student life administrators to develop ROI for potential student success initiatives.
    • Monitors the college's financial condition and provides budget information to the President, the Board of Trustees, the College Community, and other governmental agencies as required. Oversees preparation of monthly financial statements for the College.
    • Establishes, coordinates, maintains, and systematically reviews the process for the financial evaluation of the college instructional and non-instructional programs and activities, serves as a resource to college personnel in determining the cost-effectiveness of current and proposed initiatives, and is responsible for the College's financial compliance reporting
    Budget Preparation

    • Oversees preparation of the annual budget whereby organizational needs are identified, consensus on priorities is obtained, and translates the consensus into a financial plan incorporating academic shared governance during the budget preparation process
    • Develops procedures that integrate business and strategic planning into the annual budget process.
    • Meets regularly with the Board of Trustees' Finance Committee and the College's Budget Advisory Team.
    • Monitors external events and developments to ensure budget preparation incorporates current information.
    • Uses a forecasting model to predict the financial impact of increased/decreased student enrollment and other key assumptions related to the annual fiscal budget
    Investment, Cash and Debt Management

    • Monitors cash flow and overseas investment activities to ensure appropriate supply of cash while complying with statutory limitations on types of investments.
    • Serves as an advocate for the College with rating agencies to ensure the highest possible rating for the college and manages debt issuance with external financial advisors, bond counsel, as necessary.
    • Ensures the timely collection of all accounts receivable.
    • Monitors and manages cash reserves to provide maximum practical protection, and consistent with Board of Trustees policy.
    Business Services

    • Provides oversight and advice regarding college financial risk.
    • Coordinates the purchasing activities of the college, including contract management based on practices and procedures established underneath its authority given by State of Ohio.
    • Participates in, and researches data for collective bargaining/negotiation activities.
    • Collaborates with Human Resources in oversight and funding of the College's health insurance plan.
    • Oversight and ensures effective payroll operations, benefit administration, reporting and responsiveness to employees.
    • Ensures that the college is in compliance with financial regulatory, legal, administrative, collectively bargained, contractual, procedural, and accounting standards.
    • Ensures the college is in compliance with federal and state financial aid and scholarship regulations, accounting and reporting requirements, and that the College maintains eligibility for securing optimal funding assistance in support of our students.
    • Manages (through the procurement department) property and casualty insurance programs of the College.
    • Reviews and signs contracts and agreements consistent with State of Ohio and Board contract procedures.
    • Maintains inventory and oversight of effective management of College equipment and facilities.
    • Arranges for and participates in the annual audit, including sourcing and engaging the audit firm.
    General Supervision and Management

    • Helps others be productive, grow professionally, and meet the needs of the College.
    • Practices continuous improvement; conducts and oversees work activity to increase the efficiency of and improve the effectiveness and productivity of assigned areas.
    Public and Intergovernmental Relations

    • Serves as an advocate for the College's interests. Represents the College by speaking to and making presentations to external groups who can influence/affect the College's successes.
    • Maintains positive and productive relationships with federal, state, and local officials who interface with the College in coordination with head of Institutional Advancement
    • Represents the College on the Ohio Association of Community Colleges Fiscal Officers Council.
    Service Excellence

    • Works collaboratively with other administrators and department heads; serves as an internal consultant.
    • Provides leadership to assigned areas by focusing on planning and execution to help College management and the organization succeed and improve productivity, particularly by providing stakeholders with effective information, support systems, resources and business solutions.
    • Creates and maintains a customer service culture, program, orientation and focus for assigned areas. Monitors departmental activities and customer satisfaction with service delivery; identifies and implements appropriate improvement measures.
    Other

    • Supports college-wide management activities and contributes to their success. Serves as an advocate for and representative of management's interests and position.
    • Represents, explains, and advocates management's position when interacting with others.
    • Provides support and advice to the Cincinnati State Technical & Community College Foundation in the areas of investments, financial management, and fundraising.
    • Coordinates with the Foundation during audit.
    • Identifies the need for changes in policies, procedures, and processes and takes initiative to implement within the assigned area of responsibility or make recommendations for change to responsible party.
    • Provides input into state and national legislative activities that impact higher education finance and the finances of the College.
    • Assists the President in developing and interpreting data relating to student services to ensure programs correlate with community needs.
    • Assumes other duties and responsibilities as required by law or as assigned by the President and/or the Board of Trustees.

    Minimum Qualifications:

    • Bachelor's degree in Finance, Accounting, Business Administration or a related field.
    • At least ten (10) years of relevant professional experience in financial management and fund accounting.
    • At least five (5) years of experience in managing and leading people.
    • Ability to work evenings and/or weekends as needed.
    • Ability to travel between campuses and/or for business needs.

    Preferred Qualifications:

    • Master's Degree, preferably in Business Administration or Public Administration, and/or Certified Public Accountant (CPA) certification and/or other relevant professional credential or degree.
    • Financial leadership experience within an Ohio Community College.
    • Experience leading within a collective bargaining environment.
    • Experience managing self-funded health insurance plans.
    • At least three (3) years of budgeting experience for long-term financial planning and forecasting (capital, reserves, operating, etc.).
    • At least three (3) years of relevant professional experience in financial management and fund accounting within higher education.

    Desired Competencies:

    • Strong interpersonal skills to be used with internal and external stakeholders.
    • Deep understanding of methods to improve/manage Ohio College composite scores, and subsidy funding allocation model.
    • Strong oral and written communication skills with the capability to provide cogent analytical public presentations, as well as personably engage individuals and engender trust and cooperation.
    • Ability to formulate and analyze financial statements. Strong knowledge of fund accounting and information technology systems.
    • Ability to establish realistic goals and objectives and bring about their implementation.
    • Experience in operational and strategic planning, policy development, and financial analysis.
    • Advanced competencies in use of technology and data to provide analysis and promote continuous quality improvement.
    • Ability to provide education to others at all levels of the organization regarding financial concepts and their application as appropriate for the particular audience.
    • Ability to maintain confidentiality, exercise discretion in sensitive matters.
    • Displays motivation, commitment, perseverance, initiative, and acceptance of accountability.
    • Acts with a high degree of integrity and conscientiousness.
