We are seeking an experienced Senior Management Analyst to join our dynamic team within the Division of Legislative Affairs. As a key member of our organization, you will play a crucial role in providing strategic insights, data-driven recommendations, and analytical support to enhance the efficiency and effectiveness of legislative initiatives. The Management Analyst, Senior will report to the Assistant Director of Legislative Affairs.

    • Performs specialized analyses of divisional operations, processes, productivity, and effectiveness.
    • Performs drafting of ordinances, resolutions, Memorandum of Understandings, various license agreements.
    • Collaborate with cross-functional teams to gather relevant data, conduct research, and formulate comprehensive reports for senior management.
    • Evaluate and optimize existing processes, identifying areas for improvement and implementing solutions to enhance workflow efficiency.
    • Lead and participate in the development of strategic plans, ensuring alignment with legislative priorities and organizational goals.
    • Provide guidance to junior analysts, fostering their professional development and contributing to team success.
    • Prepare and deliver high-quality presentations to convey complex information in a clear and concise manner to diverse audiences.
    • Maintains ongoing reporting and analysis systems to provide continuing indicators of department performance and trend analyses.
    • Support the Department's contract renewal process to ensure that the Department can maximize the value of our assets and programs.
    • Plan, manage, and follow through to ensure the smooth flow of activities that deliver project results and anticipate obstacles or gaps that would impact project success.
    • Oversee the monitoring and maintenance of Departmental contracts including implementing systems to track obligations and negotiated terms to ensure vendors are fulfilling contractual requirements and delivering the intended outcomes.
    • Manage and maintain strong relationships with a broad set of stakeholders, including government officials, private and nonprofit sector partners.
    • Produce clear, concise, and consistent communications with the ability to provide recommendations and communicate problems with attention to presentation and potential audiences.
    • Actively manage medium to large-scale projects, including leading project meetings, facilitating project team interaction, managing deadlines, and ensuring on-time delivery of solutions.
    • Participates as a member of the department and cross-organization teams to improve processes and productivity.
    • Take initiative to effectively identify solutions and drive the department and its partners toward results.
    • Demonstrate effective decision making; determines priorities, work methods, and work timeline in assignments. Uses judgment and discretion in developing recommendations.
    • Perform routing within DocuSign and the Electronic Legislative Management System (ELMS).
    • Plans and carries out special research or analysis projects as needed.
    • Prepares reports and presentations of findings and recommendations.
    • May be designated to present to senior department leadership, the Mayor's staff and/or to Council.

    Knowledge of organizational, financial, and operational analysis. Skill in communicating effectively both orally and in writing with department personnel, outside officials, professionals, and the general public. Ability to prepare and deliver logical summaries and conclusions related to organizational, planning, budgeting, and other advice. Knowledge of Microsoft Suite, PowerPoint, and Excel.     QUALIFICATIONS

    Qualifications
    • Bachelor's degree in Business Administration, Public Policy, Political Science, or a related field. Master's degree preferred.
    • 2-3 years of proven experience in a management analyst role, with a focus on legislative affairs or government relations.
    • Strong analytical and problem-solving skills, with the ability to interpret and communicate complex data effectively.
    • Excellent interpersonal, communication and writing skills, with the ability to build and maintain relationships with internal and external stakeholders.
    • Demonstrated leadership experience, including the ability to lead projects, mentor junior staff, and contribute to a collaborative team environment.
    • Familiarity with legislative processes, government structures, and regulatory frameworks.
    • Proficiency in data analysis tools, project management software, and Microsoft Office Suite.
