    Join our Head Start team The Program Manager is responsible for overseeing the classroom operations for Mid-Willamette Valley Community Action Agency's Early Head Start (ages birth through 2) and Head Start (ages 3 through 5) programs. The Program Manager will lead and supervise the Head Start and Early Head Start Regional Team Resource Specialists (RTRS), and will be responsible for monitoring to ensure program compliance with the Office of Child Care licensing and federal performance standard requirements, and reporting to the Oregon Office of Child Care for licensing purposes.

    Candidates must submit their application by 04/25/24 in order to be considered for first round interviews.

    MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.

    EDUCATION and/or EXPERIENCE

    High School diploma or General Education Degree (GED), plus an Associate's degree in Early Childhood Education, Human Development, Education Administration or a related field and; two years of experience in a supervisory or management position in an Early Childhood Educational setting.

    CERTIFICATES, LICENSES, REGISTRATIONS
    • Driver qualifications are required for this position. Driver license, insured vehicle available for use on the job, and satisfactory drive record for the previous three years required.
    • Successful registration with the Office of Child Care's Central Background Registry.
    • First Aid/CRP certification, or ability to obtain within 90 days of hire.
    • Class Reliability certification, or ability to obtain.
    • Candidate must pass a pre-employment physical examination.
    KNOWLEDGE, SKILLS & ABILITIES
    • Must possess computer skills including Microsoft Office, data entry, and internet applications.
    • Exhibits a positive attitude and engages with others in a cooperative and supportive manner.
    • Demonstrates tact, diplomacy and empathy when communicating internally and externally.
    SUPERVISORY RESPONSIBILITIES

    Directly supervises Regional Team Resource Specialists and On-Call substitute classroom staff. Executes supervisory responsibilities in accordance with agency policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    ESSENTIAL DUTIES & RESPONSIBILITIES: This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.*

    Staff Supervision, Training and Technical Assistance (50%)
    • Directs and supervises the work of Regional Team Resource Specialists (RTRS) and On-Call substitute classroom staff. Guides, monitors and provides oversight in the completion of job duties. Coaches, evaluates, and provides reflective supervision to direct report staff.
    • Participates in personnel investigations in partnership with the Associate Director or other program supervisors.
    • Supports RTRS staff through consultation regarding staff performance issues, training and coaching in the areas of discipline and corrective action, and ensuring fair and consistent expectations and consequences throughout the program.
    • Reviews performance evaluations for staff who are supervised by Regional Team Resource Specialists
    Planning, Record Keeping and Monitoring (30%)
    • Utilizes the Child Plus database to retrieve reports and evaluate outcomes.
    • Reports monitoring data concerning classroom health & safety and licensing at bimonthly Leadership Team monitoring meetings.
    • Coordinates Health and Safety checks for all locations, following up on any concerns found.
    • Works with Program Management on program planning and development, program effectiveness, evaluation, and goal setting.
    Classroom Licensing (20%)
    • Oversees the process for initial classroom licensing and renewals by Office of Child Care. Supports Regional Team Resource Specialist in planning for and conducting licensing activities in the areas of site health and safety, staff qualifications and training, required parent notifications and documentation, and arranging for required fire and sanitation inspections.
    • Monitors compliance with licensing requirements for reporting child injuries or other potential health and safety concerns to Office of Child Care.
    • Interprets licensing regulations for the purpose of monitoring for compliance and staff/supervisor training. Seeks clarification or assistance as needed from Office of Child Care.
    WORK ENVIRONMENT
    • Mostly indoor work environment with frequent interruptions and demands.
    • Working evenings and weekends when necessary.
    • Occasional remote work from home.
    • Occasionally exposed to outside weather conditions.
    • Driving in all weather conditions.
