    Northrop Grumman is seeking a Manager for the Chief Information Office (CIO) Systems Engineering organization. The organization of approximately 60 people, comprised of both functional managers and engineers, provides information technology (IT) systems engineering support to the company across the United States. This position reports directly to the CIO Director of Enterprise Architecture and Systems Engineering. This role is 100% virtual/work from home. Virtual/work from home arrangements are subject to change based on the needs of the business.

    The position is responsible for ensuring the CIO systems engineering department has the personnel, expertise, and tools necessary to support successful capture and execution of Northrop Grumman IT projects, both internally and for our customers. The person hired for this position will develop and maintain relationships with other related functional homerooms, sectors, and customers to ensure systems engineering best practices are known, understood, and adopted.

    This person will also serve at the primary interface between the CIO and the Global Operations Systems Engineering Center of Excellence (SE CoE). In this role, this person will be responsible to ensuring best practices are implemented in the CIO, as well as represent IT priorities back to the SE CoE.

    The manager will be expected to perform direct work on specific projects in addition to functional management duties. It is anticipated that given the size of this organization, the split between functional and project duties will be approximately 50/50, on average.

    • Staffing projects with IT Systems Engineering competencies
    • Workload forecasting
    • Hiring new systems engineering talent
    • Developing systems engineering talent
    • Providing guidance to subordinates based on goals, objectives, and company policies
    • Employee mentoring and career development
    • Performance reviews and management
    • Compensation planning
    • Managing department budgets
    • Ensuring adherence to standard systems engineering processes
    The direct program work may include:
    • Systems engineering support to IT projects or sector programs
    • Integrated Product Team (IPT) leadership
    • Consulting
    • Proposal support
    • Any other appropriate technical or leadership function based on the candidate's skillset
    The successful candidate will clearly demonstrate strong leadership skills and will have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders. The Systems Engineering Manager will demonstrate a broad skill set that is balanced between interpersonal, business, and technical capabilities. The candidate will have an ability to operate in a team environment and collaborate across the company as required to accomplish the team goals.

    The candidate must be able to balance the discipline of systems engineering (from concept to retirement) against the scope typical of IT solutions. Emphasis will be put on candidates demonstrating successful implementation of Model-based Systems Engineering (MBSE) on an IT project, as well as experience with integration, verification, and validation approaches in IT.

    Basic Qualifications:
    • 14 Years of relevant experience with a Bachelors Degree in a STEM or relevant field OR 12 Years of relevant experience with Masters Degree in a STEM or relevant field OR 9 Years of relevant experience with PhD
    • Demonstrated technical expertise in the area of systems engineering
    • Strong communication skills
    • Demonstrated ability to lead diverse teams and attract, recruit, and develop top talent
    • Must have the ability to obtain a DoD Secret Security Clearance
    Preferred Qualifications:
    • Active Secret or Top Secret Security clearance
    • Close proximity to a major Northrop Grumman site
    • Familiarization with INCOSE, ISO/IEC/IEEE 15288, or other systems engineering standards and standards bodies
    • Experience successfully implementing systems engineering on IT projects
    • Descriptive modeling with SysML, UML, and DoDAF experience
    • Expertise with modern digital engineering approaches and integrated digital environments
    • DevOps expertise
    • Cost estimation and analysis experience
    • Degree and/or certification in systems engineering
    Salary Range: $164,200 - $246,400

    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

    Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
