    Job Description

    Reporting to the Chief Financial Officer, the Human Resources Manager will perform HR duties on a professional level for the Oklahoma Judiciary.


    Essential functions of the position include:

    • Administration of various HR programs and procedures; day-to-day operations of the HR office.
    • Compliance with applicable laws, rules, and standards.
    • Counsel supervisors and staff while assisting with progressive discipline.
    • Recruitment, including drafting and posting positions, evaluating job applications, conducting interviews, and issuing offer letters.
    • Maintenance of HR records and compilation of reports, including management and documentation of worker's compensation and FMLA matters.
    • Assisting in the development, evaluation, and implementation of personnel policies and procedures; identifying improvements and recommending new approaches to satisfy established goals and priorities.
    • Training and development; serving as a coach and resource to personnel and leadership in the AOC and the judiciary.
    • Participating in meetings and attending trainings and seminars; personal ongoing development.
    • Other special projects and duties as assigned.
    Knowledge and Skill Requirements

    • Strong professionalism and personnel management skills.
    • Demonstrated success in the administration of human resources programs.
    • General knowledge of employment law and practices in the Human Resources setting.
    • Ability to prioritize and manage multiple diverse projects and deliver results with minimal supervision.
    • Excellent interpersonal, coaching, and conflict-management skills.
    • Ability to handle sensitive and confidential situations and documentation appropriately.
    • Strong ethical practice and diplomacy skills and ability to interact appropriately with a wide variety of stakeholders.
    • Excellent computer skills in a Microsoft Windows/Office environment, ability to operate most standard office equipment.
    • Superior oral communication skills, including telephone, presentations, and training.
    • Superior spelling, grammar, and written communication skills.
    • Excellent problem-solving skills and a high degree of resourcefulness.
    • Excellent organizational skills.
    Education / Experience

    • Bachelor's degree required. Degree in Human Resources, Business, Organizational Development, or another related field preferred.
    • 5 to 7 years of progressively responsible experience in Human Resources positions.
    • Oklahoma State government experience is preferred.
    • Specialized training in employment law, state government personnel procedures, organizational development, employee relations, safety, training, and recruiting a plus.
    • Professional in Human Resources (PHR or SPHR) certification preferred.
    • Certified Public Manager (CPM) certification a plus.
    Work Environment
    This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, photocopiers, and smartphones.
    Physical Demands
    While performing the duties of this job, the employee is regularly required to talk, hear, comprehend, observe, and evaluate. Specific vision abilities required by this job include close vision and the ability to adjust focus.

    This position requires the ability to lift files, open filing cabinets, operate standard office and computer equipment, and bend or stand on a step stool as necessary.
