    Job Summary

    The purpose of this position is to provide project, planning, program, and technical management leadership for Medicaid initiatives that cross the Health Care Administration and the DHS enterprise. Serving as a member of the Chief Administrative Officer's team, this position functions as the first point of contact for coordinating the centralized HCA enterprise work listed above.

    Responsibilities include:

    • Development, implementation, and management of HCA's technical, data information and knowledge management systems.

    • Serves as HCA's primary resource in planning, organizing, processing and evaluating the administration-wide solutions to meet HCA's enterprise data and information activities, ensuring effective use of Medicaid resources.

    • Responsible for leading and directing the work of project teams and workgroups engaged in the analysis, design, planning, implementation, management and closure of projects that require collaboration with diverse teams across HCA and DHS.

    • Provides expert consultation for agency-wide endeavors and programs and leads efforts to implement solutions that will improve administrative and programmatic efficiencies.

    • Assist in the advancement of the agency's equity agenda by leading, educating and advocating for digital accessibility.

    Qualifications

    Minimum Qualifications

    Three (3) years of project management experience demonstrating the following:

    • Project Management methodology, including software development lifecycle methodologies

    • Extensive knowledge in using computers/technology including SharePoint, InfoPath and other Microsoft applications.

    Preferred Qualifications
    • Ability to create and maintain AgileApps applications.
    • General knowledge of a variety of programming languages and software as they relate to the requirements and limitations of information technology systems
    • Knowledge of web accessibility standards, including ADA requirements and the State of Minnesota technology accessibility standards, as well as experience with automated accessibility-testing tools
    • Strong conceptual, analytical and problem solving skills.
    • Effective oral and written communication to provide information, instructions and directives.
    • Strong negotiation skills.
    • Ability to remain organized, multi-task and communicate progress for ongoing projects.
    • Ability to set and manage multiple priorities in the face of demanding deadlines, changing requirements and emerging issues.
    • Variety of experiences working effectively with others from different backgrounds and cultures.
