    Minimum Qualifications:
    Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying.

    A typical way to obtain the knowledge, skills and abilities would be:

    Experience:
    Six years of performing a combination of residential, multi-family, industrial and commercial inspections and plan reviews for a public agency, including two years of supervisory or lead experience

    Training:
    Equivalent to a Bachelor's degree from an accredited college or university with major course work in construction management, civil engineering, architecture, or a related field


    License or Certificate:
    Possession of, or ability to obtain, an appropriate, valid driver's license.
    Possession of valid International Code Council (ICC) Combination Building Inspector, Residential Plans Examiner and Commercial Plans Examiner Certificates. Possession of a valid ICC Building Official certificate is highly desirable.

    Essential duties require the following physical skills and work environment:

    Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, and climb; exposure to heat, noise, outdoors, vibration, confining work space, and electrical hazards; ability to travel to different sites and locations.

    ESSENTIAL DUTIES Manage, supervise, plan, and coordinate the organization, staffing, and operational activities for the Building and Safety Division including building inspection, plan review, and permit issuance affecting commercial, industrial, and residential new building construction, alterations, and repair.

    Participate in the development and implementation of Building and Safety Division goals, objectives, policies, and priorities for building inspections, plan review, and permit issuance; identify resource needs; recommend and implement policies and procedures.

    Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies.

    Manage, supervise, coordinate, and review the work plan for staff involved in inspections, plan review, and permit issuance activities; meet with staff to identify and resolve problems; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures.

    Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.

    Participate in the development and administration of the Building and Safety Division budget; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; recommend adjustments as necessary.

    Manage, supervise, monitor, and participate in the plan review and permit issuance process; review plans and specifications for conformance with State, Federal, and local building and safety codes; issue building, mechanical, electrical, plumbing, and miscellaneous permits; oversee the maintenance of building plan files and permit records.

    Coordinate with and assist the Planning Division and other City departments.
    Research code requirements, new material, and methods of construction and related matters; draft code revisions.

    Manage, supervise, monitor, and participate in the field inspection process; supervise and participate in the inspection of buildings and similar structures to ensure that construction, alterations, maintenance, structural, plumbing, electrical, and mechanical work is conducted in compliance with provisions of codes and ordinances and in accordance with approved plans and specifications; advise, investigate and resolve the most technical and political complaints and inquiries.

    Manage, supervise, interpret, and enforce the provisions of the building code and other municipal regulations as they apply to building matters including new construction and remodeling existing buildings; review new products or methods of construction for approval or denial of use; prepare and recommend modifications to building code provisions.

    Receive, review, issue, and inspect applications and sites pertaining to encroachments on City property.
    Coordinate assigned services and activities with those of other divisions and outside agencies and organizations.

    Confer with architects, contractors, builders, and the general public in the field and office; explain and interpret requirements and restrictions.

    Provide staff assistance to the Public Works Director/City Engineer and various commissions; prepare and present staff reports and other necessary correspondence.

    Respond to and resolve difficult inquiries and complaints.

    Attend and participate in professional group meetings; stay abreast of new trends and innovations in the fields of building inspection, plan review, and permit issuance.

    OTHER JOB RELATED DUTIESPerform related duties and responsibilities as assigned.

    The City of Pomona offers the following generous benefit package. Employees serve a 12-month probationary period. The Salary Scale Plan is composed of five steps. Merit step increases are based on meets standards performance, except step 4 and 5, which requires exceed standards performance.


    WORK SCHEDULE:
    Most employees work a 4/10 work schedule.

    In order to maintain service to the public, departmental effectiveness, productivity and/or efficiency, a Department Director may assign an employee a different work schedule that is in compliance with the requirements of FLSA with Human Resources and Association approval.


    RETIREMENT BENEFITS:
    Provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment.

    New employees who become a "new" member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan.

    New members will be required to pay at least 50% of the normal cost (Govt. Code Section c)).

    However, a new employee who is a "classic" member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan.

    Currently, all new employees shall pay the CalPERS member's retirement contribution of 6.75%. City of Pomona employees do not contribute into Social Security.


    PAID HOLIDAYS:
    13 paid holidays & 2 floating holidays are provided per year

    VACATION LEAVE:
    1-3 years = 80 hours 4-5 years = 120 hours 6-8 years = 160 hours 9-15 years = 200 hours 16 years plus = 240 hours (maximum)


    SICK LEAVE:
    12 days per year (prorated if on any leave without pay)

    EXECUTIVE LEAVE:
    Provided to Group C (exempt) employees. Accrue 80 hours per year.


    GROUP INSURANCE PROGRAMS:
    These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances


    HEALTH INSURANCE:
    $700 per month; cash-in-lieu program available


    DENTAL:
    $75 per month


    VISION:
    Voluntary participation by the employee 125


    BENEFIT PLAN CONTRIBUTIONS:
    Waiving coverage = $45 per month Single coverage = $165 per month Two-party coverage = $875 per month Family coverage = $1,375 per month


    LONG TERM DISABILITY INSURANCE:
    66 2/3 of base salary for a maximum of 2 years after 60 days


    LIFE INSURANCE:
    $50,000 policy plus AD&DEDUCATIONAL INCENTIVE PLANS are available for eligible employees to develop their knowledge and abilities


    TUITION REIMBURSEMENT:
    $3,500 per year, provided employee is not receiving Education Incentive


    EDUCATION INCENTIVE:

    This benefit is provided to qualifying employees for a degree from an accredited college when such a degree is higher than the minimum degree required for the position.

    Provided employee is not receiving Tuition Reimbursement or after one (1) year from date employee received Tuition Reimbursement.

    2% for an associate's degree 4% for a bachelor's degree 6% for a master's degree DEFERRED COMPENSATION:
    A voluntary deferred compensation 457 plan is available

    FLEXIBLE SPENDING ACCOUNTS:

    are available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses.

    CREDIT UNION membership is available to all City employees and provides access to low interest loans.
