    Techinical Writer 3

    KBR is seeking a Senior Technical Writer to join our team in support of the Surface Warfare Schools Command (SWSC) in our Newport, Rhode Island location. In this role you will review, edit, update, revise, and formats Personnel Qualification Standards (PQS), Rate Training Manuals (RTMs), and Non-Resident Training Courses (NRTCs) using Word and Adobe Acrobat programs.

    The Surface Warfare Officers School Command is a "Center of Excellence" for surface warfare. Newport is the focal point for training the officers and enlisted Sailors who man and fight our ships. Surface Warfare Schools Command (SWSC) has learning sites in 12 geographically dispersed locations in the continental U.S., Hawaii and Japan, as well as fleet support for forward deployed forces in Spain and Bahrain.

    Role and Responsibilities:

    • Conducts a detailed review of the current PQS/RTM/NRTC and Occupational Standards to determine the completeness of the existing PQS. The review shall identify the "AS-IS" and the "TO-BE" states, noting any training gaps and providing solutions that will close the gaps to ensure the new PQS is current.
    • Generates a library of all references listed in PQS/RTM/NRTC and updates appropriately when PQS/RTM/NRTC are being reviewed. This includes obtaining an account with Model Based Product Support (MBPS) to retrieve reference Technical Manuals. All references will be cross-checked to confirm they are appropriately listed and speak to/answer the questions/tasks directed in the PQS/RTM/NRTC.
    • Coordinates in person and virtual meetings with SMEs and stakeholders to collect, organize, and analyze data to ensure PQS/RTM/NRTC is current and up to date with Fleet requirements. Information comes from a variety of technical, analytical, and managerial areas and functions, which include active-duty Subject MOter Experts (SMEs) as well as other internal and external stakeholders.
    • Organize and presents the data from all stakeholders for approval to the Chain of Command for inclusion in the PQS/RTM/NRTC documents.
    • Ensures information contains conclusive and concise data relative to the subject.
    • Responsible for outlining recommendations and interpreting their implications and impact of application and timeliness of actions required.
    • Distributes rough drafts of updated/revised PQS and associated documents to participating stakeholders for review and feedback via email or DoD Safe file sharing program.
    • Establishes timelines and due dates for all reviews and submission of feedback.
    • Develops and maintains a comprehensive tracking spreadsheet using Excel for PQS/RTM/NRTC and associated documents to track review dates to ensure reviews are conducted within required periodicity.
    • Provides periodic verbal and/or written status reports.
    • Coordinates and participates in required meetings, working groups or liaison activities and documents actions taken at those meetings related to PQS and associated documents.
    • Acts as liaison between the supervisor and PQS stakeholders to ensure any action items are addressed in a timely manner.
    • Ensures adequate and appropriate flow of information.
    • Assures clarity of responses to supervisor requests for information.

    Basic Qualifications:

    • Bachelor's degree, with at least 5 years of related experience. In lieu of formal education, 13 years of equivalent related experience.
    • Experience working with military technical documents.
    • Naval surface maintenance experience is a plus.
    • Must be able to prepare draft material for internal review by subject matter experts and final review by customer.
    • Must be flexible and be able to adapt to new information and programs.
    • Must be able to prepare data to all levels of management.
    • Must have the ability to research, review, and understand technical information and develop procedural information for technical documentation.
    • Must be able to operate office equipment such as personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work-related tools as required.
    • Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.
    • Must be proficient in Microsoft office suite and Adobe products.
    • Must be able to travel as required by contract; Travel may be required to support projects; this may involve airline travel.
    • Telework is not allowed on this contract, must be able to work onsite in Newport, Rhode Island.
    • Must have an active secret level security clearance.
