Duties

Our Habitat Engineering Supervisor,

Supervises and manages Habitat engineers and engineering aides:
Supervises professional engineering staff, including professional engineers and engineering aides, including documenting performance and providing on-going evaluations.
Participates and coordinates with Section Manager in work planning and workload balance for the team.
Coordinates with Capital Asset Management Program on tracking Habitat engineering projects, workload, and budgets.

Manages personnel issues relating to staff conflicts, absenteeism, performance issues, etc., in a positive manner for the purpose of ensuring the efficient and effective functioning of the work unit.

Manages contracts, including meeting or exceeding contract deliverables, balancing contract needs and budget with state funding and workloads, and meeting deadlines.

Seeks appropriate training opportunities, establish mentoring relationships, and for new staff develop onboarding plans specific to their needs.

Responsible for planning and maintaining work systems, procedures, and policies that enable and encourage the optimum performance of its people and other resources within the section.

Provides technical assistance:

Serves as the Department's habitat engineering representative on technical issues associated with the planning and/or review of proposals/designs and existing county, state and federal environmental permits and permit applications for work affecting fish and wildlife.

Specializes in review, negotiations and recommendations for approval or disapproval of plans, proposals, and designs for bank protection, fish habitat enhancement and restoration, stormwater, flood hazard reduction, and migration for various instream projects submitted as part of the agency regulatory and technical assistance functions.

Provides liaison with other agency personnel, state and federal agencies, and local governments to resolve complex engineering issues; testifies in legal proceedings as expert witness and respondent on habitat permit application appeals.

Provides technical assistance for designs of proposals for work affecting fish and wildlife habitats.
Negotiates for plan, project and/or design specifications.
Provides recommendation for approval and disapproval of proposals, plans and designs.
Designs complex projects for habitat restoration, fish passage, and bank protection.

Prepares detailed engineering calculations for hydrologic, hydraulic and structural analysis for the design and construction of fish passage, habitat restoration, bank protection, and flood hazard reduction projects.

Performs design calculations for fish passage analysis, geomorphology, stream hydrology, open channel flow and backwater hydraulics, placement of wood in streams, estuarine and nearshore hydraulics, structural analysis and sediment transport.

Identifies and evaluates alternatives.
Provides project oversight during development and construction.
Completes topographic surveys.
Performs soils and geomorphic studies.
Prepares design reports, engineering plans, specifications, cost estimates, and performs construction inspection.
Provides training and guidance for protecting aquatic habitat


Tasks include:

Assists in development of new techniques and practices for resolving broad complex habitat issues and for the development of agency technical policies and standards.

Assists development and assessment of performance criteria for fish passage designs.
Aids in the development of guidelines to assist external partners in stream restoration and nearshore marine restoration.

WORKING CONDITIONS:

Work Setting, including hazards:
Work occurs in an office setting (75%) and in a field setting (25%). Field work may include maneuvering over steep, uneven terrain along rivers, streams, and along marine shorelines.
Deep water, biting and stinging insects, work near heavy noise and along highways is common.
Work on docks and in boats occurs on occasion.


Schedule:
Monday – Friday, 8:00 – 5:00 PM


Travel Requirements:
Occasional travel, including overnight stays is required but rarely exceeds five (5) nights in a month.


Tools and Equipment:

Standard office and computer equipment, specialized software including Computer-Aided Design (CAD), Geographic Information System (GIS), and Hydrologic Engineering Center's River Analysis System (HEC-RAS) use is occasional, flow meters, total stations, water chemistry equipment, and survey equipment.

Customer Interactions:
Interacts with professional contractors, agency engineers, biologists, and managers regularly. On occasion, political interactions occur.

Qualifications


REQUIRED QUALIFICATIONS:
An Engineer-In-Training Certificate


OR
a Bachelor's degree with a major study in one of the following engineering focus areas:
hydraulics, hydrology, river engineering, civil, geotechnical, environmental, or a related field.

AND

Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.

AND
Five (5) years of experience in environmental engineering.
OR
A Master's degree with major study in one of the following engineering focus areas:
hydraulics, hydrology, river engineering, civil, geotechnical, environmental, or related field.

AND

Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington and four years of experience in environmental engineering.

Please Note:
A Ph.
D. in one of the above engineering fields will substitute for two (2) years of the environmental engineering experience.
Experience in design and construction options for fish passage:

Through culverts, fishways, screening, and stream restoration.

Experience with:

Project design, development, and construction of fish passage and stream habitat restoration projects using state-of-the art environmental approaches that minimize project effects on stream function.

Please Note
:

Traditional civil or environmental education and experience is not adequate ; specific experience with natural process restoration and fish habitat enhancement is required.

PREFERRED QUALIFICATIONS:
Experience in fish and wildlife management techniques, general ecological principles and practices, conservation, and restoration biology.
Working knowledge of marine, nearshore, and freshwater ecosystems and human influences to aquatic ecosystems.
