    JOB SUMMARY:

    Under the general supervision of the Planning and Building Services Manager, this position is responsible for the management and day-to-day operations of the County's Building department. This position performs professional building activities, which include supervision of building staff and contract labor, performing inspections, plan reviews, review of all new codes and regulations, and advising County officials on changes for adoption and budget preparation and expense oversight.

    Pay Rate:$73,600 to $110,199DOQ

    4-day work week

    Relocation Expense reimbursement of up to $5,000

    ESSENTIAL JOB FUNCTIONS:

    • Perform all supervisory and personnel administration of the building permitting, inspection and enforcement personnel.
    • Serve as authority for interpretation of building codes, department regulations, policies, and procedures.
    • Makes final professional and technical determinations for building permit issuance.
    • Perform technical analysis of all changes pertaining to building, plumbing, and mechanical codes and advise County officials on such codes. Coordinates the rolling adoption schedule for ICC Code series updates.
    • Perform comprehensive plan reviews on all Commercial Projects and Multi-Family dwellings.
    • Set standards for the engineering and special inspection requirements.
    • Directs and organizes the administration of all building processes in the County, including plan review, building code enforcement, answering applicant questions, scheduling and conducting building inspections, and coordinating with other departments.
    • Prepares ordinances, staff reports presentations and recommendations to the Board of County Commissioners, Board of Review, Planning Commission, and other committees.
    • Acts as staff contact for the Board of Review.
    • Attend meetings as necessary.
    • Recommends and implements protocols to keep current with new methods; identifies additional training needs.
    • Assists with the preparation and administration of the yearly Planning and Building Services budget.
    • Advise County Officials on issues and considerations relative to area of responsibility and recommend policy direction to elected and appointed officials.
    • Respond to public regarding building codes, policies, inspections, and enforcement issues.
    • Perform building, mechanical, and plumbing inspections on structures.
    • Responsible for developing Planning and Building Services procedures that fulfill the Building Department's regulatory responsibilities and also fulfill Planning and Building Services' team goals for timely approvals for permit and Certificate of Occupancy issuance
    • Perform investigations on damaged structures due to fire, wind or dilapidation to determine proper abatement procedures.
    • Investigates and resolves disputes, complaints, and inquiries.
    • Prepares or directs the preparation of complaints for legal action against violators of building codes and local ordinances in coordination with Planning and Building Services, the County Attorney's Office, and the County Sheriff's
    • Attend seminars, conferences, workshops, classes, lectures etc., as appropriate to enhance and maintain knowledge of trends and development of all related building codes.
    • Other duties as assigned by the Planning and Building Services Manager, Strategic and Community Planning Director, County Manager, or requested by the Board of County Commissioners.

    MINIMUM JOB REQUIREMENTS:

    REQUIRED EDUCATION:

    Bachelor's degree in engineering, architecture, construction management, or a related field. A minimum of six (6) years of inspection, plans examination, or construction experience, or a combination of such, which provides the required knowledge, skills, and abilities, may be substituted.

    REQUIRED CERTIFICATIONS:

    • Must acquire ICC certification (International Code Council) within one (1) year of hire date.

    Must have three of the below certifications before hire:

    • Structural Engineering Certification
    • Electrical Certification
    • Plumbing Certification
    • Mechanical Engineering Certification

    REQUIRED EXPERIENCE:

    • Minimum of five (5) years of experience in building construction and some inspection experience in all three disciplines: building, plumbing, and mechanical is desirable.
    • Must have three (3) years of supervisory and administration experience.
    • Minimum of one (1) year of Plans Examination experience of Single-Family thru Commercial Construction
    • Must be experienced in all Building related activities and the legal implications.

    REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:

    • Thorough knowledge of building, plumbing, mechanical codes, and applicable state statutes.
    • Thorough knowledge of building, plumbing, and mechanical construction practices, and the various stages of construction inspection.
    • Considerable knowledge of all land use issues is highly desirable.
    • Skilled in organization and time management.
    • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
    • Ability to accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives including effective written and oral communication; ability to keep customers, subordinates, peers, and supervisors informed; and the ability to listen.
    • Able to maintain courteous and effective working relationships with the public, County departments, co-workers and other agencies.
    • Skilled in communicating and working well with representatives of various governmental agencies, boards, architects, engineers, contractors, homeowners/builders and the general public.
    • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
    • Critical thinking skills - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
    • Ability to maintain a high level of professionalism.
    • Must possess strong interpersonal, decision-making, and management skills.
    • Must be proficient in calculating loading for joist, rafters, beams etc.
    • Ability to prepare enforcement cases for court action and testimony.
    • Ability to maintain fiscal management.
    • Must be proficient in reading and interpreting architectural drawings.
    • Must be proficient in map reading.
    • Computer proficiency is required in word processing, spreadsheet, database software and GIS.

    NECESSARY SPECIAL REQUIREMENTS:

    • Must have valid Colorado Motor Vehicle Drivers' License.
    • Must pass background check: Criminal and Traffic

    PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:

    Work is primarily performed in a field environment. Work includes extensive walking, hiking, standing, crawling, sitting, driving passenger vehicles, hearing voice conversation, bending, twisting, crouching, and climbing. Must be physically able to lift, carry, push, or pull up to 40 pounds. Hearing voice conversation is essential to safe and effective job performance. Clear vision at 20 inches or less and up to 20 feet or more, using corrective eyewear is acceptable.

    Supervises, coordinates, and directs the activities of the building personnel.
