- Provides administrative and programmatic support to the WHP Director, the office, and the Central America team, including but not limited to assembling briefing books and drafting reports, memos, talking points, and updates, as assigned, and scheduling and managing meetings.
- Assists with logistical and administrative tasks, including VIP travel to the United States and countries in the Western Hemisphere and preparation for high-level meetings.
- Coordinates, prepares, assembles, and tracks program management documentation for contracts, grants, cooperative agreements, inter-agency agreements, and agreements with international organizations.
- Supports the program officers, contracting officer's representatives (CORS), grants officer's representatives (GORs), and agreement officer representatives (AORs) to complete Statements of Work, Requests for Quotes/Proposals, Notices of Funding Opportunities, program work plans, and monitoring and evaluation frameworks, in the development phase of programs.
- Supports office director and deputy, program officers, and Team Lead in budget planning and tracking.
- As assigned by the Team Lead, manages assigned programmatic portfolios for the Central America Team
- Assists program officers and, at the direction of the Team Lead, engages stakeholders in the field and in the U.S
- Manages assigned team monitoring and evaluation implementation, including reviewing, collecting, and organizing data
- Assists INL/WHP in tracking program execution within contracts, grants, inter-agency agreements, and other sources, to include clear deliverables and reporting requirements to be provided by implementers
- Supports the WHP office and Central America team members in coordinating human resources/staffing requirements, including by scheduling interviews, shepherding hiring paperwork, scheduling pre-deployment training and consultations, and assisting in the preparation of new contract staff and Foreign Service Officers for field deployment.
- Assists in the preparation of background materials and reports used by INL and assists in the preparation of reports, speeches, briefings, and testimony on INL/WHP issues
- Maintains and updates INL/WHP programmatic data, statistics, and factsheets
- Coordinates and implements special projects as directed by the WHP office director/deputy director and Central America Team Lead to enhance the effectiveness and efficiency of Western Hemisphere and Central America programming.

- Ensures all GOR, COR, and agreements officer representative files are up-to-date for the Central America team.
- Attends INL/WHP and Central America meetings and conference calls as requested.
- Performs services in support of inherently governmental functions, including, but not limited to, the following: (1) supporting acquisition, including in the areas of acquisition planning, such as by drafting statements of work and other pre-award documents; and source selection, such as by preparing a technical evaluation and associated documentation, (2) preparation of responses to Freedom of Information Act requests, (3) work in a situation that permits or might permit access to confidential business information or other sensitive information (Other than situations covered by the National Industrial Security Program described in FAR 4.402(b)), (4) dissemination of information regarding agency policies or regulations, such as conducting community relations campaigns, or conducting agency training courses, (5) participation in a situation where it might be assumed that participants are agency employees or representatives, such as attending conferences on behalf of an agency

POSITION DESCRIPTION The Program Assistant provides programmatic, contractual, logistical, monitoring and evaluation, and administrative support to the Western Hemisphere Programs (WHP) Office, primarily the Central America team and other teams as required
In particular, the Program Assistant will coordinate, prepare, assemble, and track program management documentation for contracts, grants, cooperative agreements, inter-agency agreements, and agreements with international organizations
These documents serve as the backbone of implementation of over $500 million/year of foreign assistance programs in the hemisphere
The Program Assistant will track and compile metrics in support of administration priorities in the office, providing the Office Director, Deputy Director, and Central America team with regular updates on quantitative and qualitative information reported from posts
At the request of the Team Leader, the Program Assistant will manage assigned programmatic portfolios and will support monitoring and evaluation efforts to measure the impact of Central America programs as well as othersin the office
The Program Assistant will organize and attend meetings and provide other general administrative and programmatic support to assist the office and the Central America team
LEVEL OF EFFORT Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day
TELEWORK This position has been designated as 40% telework and will require the incumbent to report to the physical work location six days per federal government pay period
This designation does not guarantee telework privileges for the contractor employee; INL reserves the right to expand the requirement for in-person presence at the physical work location if the contractor employee is unable to successfully perform the duties and responsibilities of the position remotely
INL may also require the incumbent to report to the physical work location additional days within a pay period as required to support office or program needs
SUPPLEMENTAL HOURS Supplemental hours for this position are authorized in accordance with the award and shall not exceed the designated ceiling

DUTIES AND RESPONSIBILITIES
To this end, works with program officers, posts, implementing partners, and other stakeholders to assist in the design and implementation of reports on assigned programs.
