    • CDL Positions HIRING INCENTIVEEligible newly hired candidates hired into a position requiring a CDL will receive an incremental hiring incentive upon satisfactory job performance after completion of 3, 6, and 12 months of service.

    Valid Driver's License:
    $1,500 one time hiring incentive to be paid in $500 increments (not added to base salary). This is a one-time incentive, and you will not be eligible for an additional incentive when you obtain your required CDL license.

    $3,000 one time hiring incentive to be paid in $1,000 increments (not added to base salary).

    Purpose of Job

    Operator I:

    The purpose of this job is to operate heavy equipment to construct, maintain, and improve streets and drainage systems.

    Duties and responsibilities include, but are not limited to, operating heavy equipment and vehicles to construct, maintain, and improve streets and drainage systems and perform additional tasks as assigned.


    Salary for Operator I:
    $37,266 annually - Pay Grade 111.

    Operator II:

    The purpose of this job is to operate all heavy equipment and vehicles to construct, maintain, and improve streets and drainage systems.

    Duties and responsibilities include, but are not limited to, operate heavy equipment and vehicles to construct, maintain, and improve streets and drainage systems and perform additional tasks as assigned.


    Salary for Operator II:
    $39,129 annually - Pay Grade 112.

    Operator


    III:

    The purpose of this job is to assist in the supervision and operation of all heavy equipment and vehicles to construct, maintain, and improve streets and drainage systems.

    Duties and responsibilities include, but are not limited to, assisting with supervision, training employees and providing technical assistance, operating heavy equipment and vehicles to construct, maintain, and improve streets and drainage systems, and perform additional tasks as assigned.

    Salary for Operator


    III:
    $41,085 annually - Pay Grade 113.

    Job Related Requirements

    Work Schedule:
    Weekdays 6:30 a.m. - 5:00 p.m.

    May be required to work on religious holidays.

    Regular and predictable attendance is required.

    Must work cooperatively with others.


    When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

    Emergency Position


    This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions.

    Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.


    Operator I:

    High school diploma or equivalent with one year of heavy equipment operation or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

    Must possess a valid driver's license.


    Must have the ability to obtain a Georgia Commercial Driver's License Class "A" with tanker endorsement within 5 months of being hired.


    Must be able to meet the current training requirements for this position as set forth in the Streets & Drainage Certification Program within the required time frame.


    If assigned an inmate detail:
    Criminal background must indicate eligibility for the supervision of inmates.

    Must obtain security training for the supervision of inmate workers as set forth by the Georgia Department of Corrections Standard Operating Procedures within six months of date of hire or first available opportunity.


    Operator II:

    High school diploma or equivalent with two years of heavy equipment operation or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

    OPERATOR I:

    Operates all Streets & Drainage Division equipment & vehicles to construct, maintain, and improve streets and drainage systems.

    Performs traffic control setup for work sites.

    Performs functions associated with the use of all hand and power tools in the Streets & Drainage Division.

    Transports supplies and equipment to and from work sites.

    Performs routine maintenance on equipment and vehicles such as lubrication and checking air, oil, water and other fluids.

    Responds to after hour emergencies as required.

    Assists in assessing proper work methods and procedures.

    Assists in setting grades using a level.

    Performs other related duties as required.

    When assigned to Inmate Detail

    Picks up and delivers inmates to and from Corrections facility and job sites.

    Ensures compliance with security for and safety of inmates at all times.

    Monitors inmate activities and behavior and ensures compliance with all Corrections Department policies and procedures.

    Maintains communication with Corrections Department as required; routinely reports inmate location.

    Schedules, organizes, and supervises activities of inmate work detail as they relate to roadway and stormwater system maintenance.

    When assigned to Warehouse and Inventory Control


    Makes repairs and performs preventative maintenance on small engines, hand/power tools maintain schedule and submit monthly report to ensure serviceability.

    Utilizes gas torch and welding machine to perform repairs and/or fabricate needed items.

    Trains division staff on the safety and proper use of hand and power tools and heavy equipment.

    Utilizes computer to research material, supplies, obtains quotes, updates inventory database and spreadsheets and communicates with vendors and staff.

    Solicits and receives quotes, works with the Administrative Secretary, Operations Coordinator and Engineering staff to obtain Purchase Orders.

    Receives request for material and equipment from staff, issues and maintains log sheet.

    Works with Finance on audits and requests for invoices.

    Maintains current material prices and updates the Division Estimate Spreadsheet.

    Assists in locating and establishing new vendors for materials and equipment rental.

    Orders all construction materials for projects, schedules/verifies deliveries, tracks distribution and invoices.

    Answers the telephone and two-way radio; provides information, takes and relays messages, initiates work requests from customers.

    Reads construction plans and performs take off for ordering materials.

    Utilizes PCard, Authorization For Payment and purchase orders for purchasing materials.

    Works cooperatively with other departments, divisions and management to provide materials, equipment and information.

    Works with Administrative Secretary to verify invoices and determine payment method.


    Meets with sales representatives from different companies to negotiate prices and investigates and makes recommendation for new products or equipment.


    Inspects and schedules maintenance of the detention pond and outlet structure by bush hog, replaces stone filter ring and takes water samples during rain events.

    Keeps the warehouse safe, organized, clean, and stocked.

    Keeps the yard safe and clean, i.e. trash picked up, perimeter fence inspected, bush hogged etc.


    Maintains warehouse and yard security by locking gates, warehouse and sets the security system at the end of the day.

    Updates and maintains the MSDS manuals with Right to Know information.

    Keeps up to date on OSHA requirements and ensures the Warehouse and property is in compliance.

    Knowledge, Skills and Abilities


    Knowledge of the policies, procedures, and activities of the Transportation & Public Works Department as they pertain to the performance of duties relating to the position of Heavy Equipment Operator I.

    Knowledge of the terminology used within the department.


    Knowledge of county maps, heavy equipment manuals, government policies and procedures pertaining to streets and drainage system construction, maintenance and improvement, streets and drainage system construction techniques, drainage, and proper compaction, geography of Athens-Clarke County; including street names and locations, carpentry and masonry techniques, and procedures and methods as required in the performance of duties.

    Ability to communicate effectively with supervisors, and other staff members.

    Ability to use independent judgment in routine and non-routine situations.

    Ability to handle required calculations.

    Ability to comprehend and apply regulations and procedures of the department.

    Ability to perform preventive maintenance on heavy equipment and vehicles.

    Performs functions associated with the use of all hand and power tools in the Streets & Drainage Division.

    Directs transportation of supplies and equipment to and from work sites.


    Directs and performs routine maintenance on equipment and vehicles such as lubrication and checking air, oil, water and other fluids.

    Responds to after hour emergencies as required.

    Performs duties of Supervisor in his/her absence.

    May establish goals and organize daily work flow; implements daily work requests.

    Performs other related duties as required.

    When assigned to Inmate Detail

    MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS


    PHYSICAL REQUIREMENTS:

    Must be physically able to operate all of the Streets & Drainage Division machinery, equipment, and hand and power tools.

    Must be able to use body members to work, move or carry objects or materials.


    This position requires:
    stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion.

    Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently.

    Physical demand requirements are at levels of those of heavy work.

    Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities.
