    Accounting & Budget Manager

    $80,325 - $94,500


    POSITION SUMMARY:
    Coordinate and review all accounting functions and prepare financial statements in a timely fashion ensuring accuracy of data reported.

    The position is also responsible for overseeing the billing and tracking of grants and contracts and preparing the annual Health Center budget.

    The position is responsible for supervising the Accounting and Grants Assistant and the Accounts Payable department.


    PRINCIPAL DUTIES AND RESPONSIBILITIES:
    Manages and oversees the daily operations of the accounting department, including accounts payable and grants accounting.
    Responsible for integrity of general ledger and establishing and enforcing proper accounting methods, policies and principles.
    Reviews chart of account structures and accuracy of expense allocations to accounts.

    Makes recommendations as to the expense allocation to the chart of accounts that will capture the nature of the expenses in the proper area.

    Prepares, verifies, and controls the entering of journal entries to the general ledger.
    Maintains and/or evaluates accounting of all asset and liability accounts


    IE:
    amortization of prepaid insurance/expense, fixed assets, other receivables, gifts in kind, donations, capital campaign, etc.
    Coordinates monthly closing and prepares financial statements ensuring timely and accurate reporting of monthly activities. Assists in the analysis of variance between actual expenses to budget.

    Responsible for analysis, reporting, and interpretation of accounting information in order to evaluate operating results in terms of profitability, performance against budget, and other matters bearing on the fiscal soundness and operating effectiveness of the organization.

    Reconciles monthly bank statements.
    Assists with coordinating any physical inventories and reviews for accuracy.
    Will oversee billing of grants and contracts. Will ensure all reporting requirements for grants and contracts are met.
    Oversees the Accounts Payable department.
    Assists in preparation of all third-party cost reports (Medicare, State, UDS, UFR, etc.)

    Assists in the development of the annual budget of the Health Center, as well as, the budgets required for each grant and contract.

    Assists Controller and independent auditors in the annual year-end audit.

    Does the same with any other audit of fiscal records such as Uncompensated Care Pool, Medicare, Medicaid, worker's compensation, or other 3rd party insurance payer.


    MINIMUM SKILLS AND KNOWLEDGE REQUIREMENTS:
    Requires a minimum of a BA in Accounting or equivalent. Proven work experience (minimum of 5 years) as an Accounting Manager or Accounting Supervisor is required. High energy level, comfortable performing multifaceted projects in conjunction with normal activities. Strong accounting, analytical and reasoning abilities. Well organized. Participative management style. Advocates team concept. Ability to function during stress, able to maintain confidentiality, and must be able to adapt to change. Must be able to work with staff at all levels of management.

    Strong Excel skills a must. Familiarity with BlackBaud Financial Edge General Ledger & Fixed Asset software would be a plus.


    WORKING CONDITIONS:
    Works in a busy community health center in a high crime, urban neighborhood. Long hours are frequently required to meet deadlines. Must be available some evening hours and week-ends with short notice.


    PHYSICAL REQUIREMENTS:
    Physical demands requiring lifting of small pieces of equipment and/or boxes not to exceed 20 pounds. Mostly sedentary with interoffice walking required. Visual acuity sufficient for frequent reading. Hearing acuity sufficient for holding conversation with or without audio devices. The individual must be capable of sitting at a desk for long periods of time. Must be able to work in a busy area with some time and accuracy pressures
