    PRIMARY DUTIES & RESPONSIBILITIES

    Signing Bonus: New employees are eligible for a $5,000 bonus; with $2,500 paid on the first payroll, and $2,500 paid upon completion of six (6) month introductory period from hire date.

    Salary to be Commensurate with experience

    The Hiring range for this position is $74,257.52-$92,821.90/Annually

    The Salary range for this position is $74,257.52-$116,027.38/Annually

    OVERVIEW OF POSITION / DEPARTMENT

    The City of Aurora is seeking a highly qualified individual for the position of Project Manager II, within the Public Works department. Public Works - Facilities Project Delivery is involved in the scoping, design, construction, and maintenance of all city owned buildings. Responsibility and roles within the organization include: project management of capital improvements and new building construction. Project management includes project planning, design, budget management and construction oversite and other duties as assigned. This person will manage design and construction projects for city municipal buildings.

    This position will efficiently and effectively execute building projects; may be responsible for planning, administering, and completing assigned projects, which may cross several functional areas, such as facilities, operations, water resources, construction, engineering, program applications, marketing or administration. May provide direction to a project team including assignment of individual responsibilities, tasks and technical functions; identifies needs and allocates the appropriate resources to meet the timely completion of specific project tasks; assists in the development of the project scope and objectives; assists in creating work plans, schedules, project estimates, resource plans, and status reports.

    PRIMARY DUTIES & RESPONSIBILITIES
    • Organize and participate in the development of requests for qualifications (RFQ) and request for proposals (RFP): by assisting in responding to questions during selection process, evaluating RFQ and RFPs, leading pre-proposal meetings and participate in interviews; and by assisting in the recommendation of the award
    • Coordinate with all City departments and all other stakeholders in the scheduling, development, and completion of Public Works- Facilities Project Delivery projects.
    • Review and approve design phase submissions for proper alignment of scope, quality, budget and schedule
    • Construction oversight for projects: conducts walk through with contractors, identify pre-problems areas, coordinates and approves construction schedule and monitor project through completion
    • Review, negotiate, and approve change orders
    • Inspect completed and in-progress work sites, performs field construction inspections
    • Negotiate and monitor contracts
    • Assist with providing professional/technical assistance and project updates to citizens, other departments, management, and City Council
    • May serve as on-site construction manager
    • Review and approve pay applications and invoices
    • Monitor, evaluate and manage performance of professional and construction contract services (eg: architectural, engineering, estimating, scheduling, constructability/compliance review, construction management, etc)
    • Provide assistance in the identification of issues and resolution of disputes and claims, may apply judgment on all design and construction related problems and trouble shoots to expedite completion and closeout of projects
    • Participate in negotiation of professional design and construction services agreements and amendments.
    • Manage project budget: deliver high quality projects on time and on or under budget to client's satisfaction
    • Ensures compliance with design and government regulations
    • Work with consulting engineers, contractors, and other agencies
    • Review and evaluate design plans and specifications developed by City staff and outside consultants
    • Work with City's Purchasing and Contracts Division in publishing requests for proposals and in selecting consultants and contractors for capital projects
    • Develop and implement purchasing contracts for building projects
    • Performs other related duties as assigned
    MINIMUM QUALIFICATIONS & WORKING CONDITIONS

    An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

    Education:
    • Bachelor's degree in construction management, engineering, architecture or other related field.
    Experience:
    • A minimum of 3 years' experience in building (vertical) construction project management
    • A minimum of 2 years of construction coordination
    Knowledge:
    • Comprehensive knowledge of current engineering design and construction principles and practices applicable to public facilities projects; local, state and federal laws and regulations related to assigned function
    • Knowledge of Crime Prevention through Environmental Design (CPTED)
    Skills:
    • Strong interpersonal, analytical and organizational skills.
    • Skilled in the use of field and office engineering instruments and equipment
    • Skilled in the use of windows-based programs such as Word, Excel, etc.
    • Skilled in checking information for accuracy and completeness and correcting errors.
    Abilities:
    • Establish and maintain effective working relationships with employees, all levels of management including executive staff, citizens, and elected officials
    • Handle sensitive situations with tact and diplomacy
    • Communicate effectively both orally and in writing with the public, commissions, City Council, and city staff regarding development projects and issues
