Veterans' Preference and Priority will be given to eligible veterans and their spouses in accordance with Chapter and Chapter of the Florida Statutes and Florida Administrative Code Chapter 55-A7 with respect to Veterans' Preference in appointment, retention, and promotion.

Effective July 1, 2021, certain servicemembers may be eligible to receive waivers for postsecondary educational requirements.

General Description

Must possess working knowledge of departmental and organizational procedures within the Court Services Division. Knowledge of computer software applications or programming and data base management. Proficient skills in the use of business English, spelling and office procedures. Ability to research, analyze, comprehend and apply complex legal requirements and procedures. Ability to collect analyze and process information and make recommendations for initial programs and enhancements in electronic programming. Ability to maintain complex records and prepare reports that are technical or statistical in content. Ability to carry out complex oral and written instructions and procedures. Ability to work independently with minimal or no supervision. Must possess excellent oral and written communication skills and ability to present data to groups and individuals. Must be computer literate and have the ability to keyboard.

Examples Of Duties (Essential Functions)

Establish automated procedures for manually performed tasks of the Court Services Division departments.

Coordinate and process programming requests for MIS and County Data Center; review, maintain and coordinate implementation of computer enhancements as related to the Court Services Division as needed.

Assist Supervisors with implementation and program changes.

Review rules, statutes and procedural memoranda to insure compliance with laws and regulations; advising supervisors of new or revised changes applicable to the department.

Assists in liaison activities between MIS, County IT, Finance, departments of the Court Services Division, and other agencies to ensure compliance.

Assists in the development, organization and maintenance of all the Court Services Division procedural manuals; communicating current policies and procedures as required to staff of the departments within Court Services to insure compliance.

Oversees data base administration for the Court Services Division and performance of the departments systems diagnostic functions. Performs other functions as deemed necessary and appropriate by Director and Assistant Directors.

May act as backup to the supervisor; assist in the absence of the Court Services Technical Specialist, may assume full responsibility to the unit to which assigned.

May oversee and direct the completion of work assignments. May Train New Court Technical Specialist. May perform EZ Labor functions for payroll. Perform other duties as required

Typical Qualifications And Minimum Qualifications

EDUCATION/EQUIVALENT

Graduation from high school or possession of an accredited equivalency diploma supplemented by college level courses or on the job training in computer software applications or programming and data base management.

A minimum of four years experience within three or more Court Services Division Departments. Ideally, incumbent would possess five years court services experience. Two year must have been as a Technician, Lead Clerk or Court Technical Specialist. A comparable amount of training and/or experience may be substituted for the minimum qualifications.

MACHINES & EQUIPMENT Calculator, microcomputer and general office equipment. Supervisory May plan, direct and monitor the work of Court Technical Specialist in the absence of the supervisor.

Relationship with others Acts as a liaison between MIS, County IT, vendors and other system resources and departmental supervisors, and staff.

May be required to assist with the presentation of information in a group or individually. Ability to establish and maintain effective working relationship with other staff, public, outside agencies and vendors. Judgement/Analysis/Accuracy Must exercise sound judgment when dealing with management, other staff, public, other agencies and vendors. Ability to analyze, prepare and disseminate complex data communicating orally and/or in writing with minimal or no supervision. Attentive to current policy and any statutory conflicts with procedures. Confidential data Frequently works with confidential data. PHYSICAL OR MENTAL EXERTION Position has potential of becoming highly stressful.

Individual must prioritize work to meet mandatory time restraints when managing multiple assignments; while keeping management and supervisors apprised of pertinent issues and developments.

WORKING CONDITIONS (Surroundings, travel, etc.) Normal office surroundings.

Will require travel on a regular basis between the east and west side locations of the Clerk's office and to seminars and workshops.

Incumbent will often be required to work independently without supervision.
