    Description of Duties:
    The Chief Engineer for the Missile Defense Space Enterprise Architecture supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract


    The candidate will:

    Oversee Engineering and Project Management activities including, but not limited to: requirements analysis, scheduling, documentation and traceability matrix development, preliminary design, critical design, detailed design, test and evaluation, research and development, implementation and fielding, and sustainment and operations throughout the entire life cycle of the MDSEA program.

    Identify, manage, and oversee technical battle rhythm tasks for MDSEA platform and tenants.


    Scope and execute:

    studies, analysis, detailed requirements definition, system engineering, preliminary and detailed system architecture designs, and system development of Enterprise Services, satellite ground systems, and operations centers to include all supporting facilities.

    Maintain alignment to support MDSEA platform and tenant delivery teams:

    infrastructure, networks, integration, logistics plans, cybersecurity and physical security protection plans, and cost and schedule estimates for the development, fielding (launch), tests, and operations of planned space capabilities.

    Develop and implement a MDSEA environment for Research and Development (R&D) of Experimental or Developmental BMDS space capabilities and future operational systems as well as providing technical guidance and oversight for operationalizing capabilities for the MDA.

    Perform impact assessments of customer requests. Develop and present briefings for internal customers and external stakeholders. Oversee, manage, and coordinate engineering efforts across the MDSEA environment and supported tenants. Interface and coordinate with the MDA Space Sensors Engineering and MDA Mission Assurance offices. Ensure MDSEA products, services, and capabilities are delivered to customers. Validate and verify documentation standards of MDSEA Enterprise solutions. Serve as functional lead for MDSEA Technical staff.


    The successful candidate will:
    Be a strong innovator in process improvement and system design. Be able to quickly learn challenging concepts, decompose difficult software problems and provide guidance or resolution. Be able to create and follow standard processes and clearly document results.

    Effectively function as self-starter and identify risks, issues, and opportunities to the Stakeholder Task and Integration Manager (STIM) Have excellent presentation, oral and written skills to facilitate effective and efficient interchanges with senior customer and management and customers.

    Support occasional on call / evening / weekend events for the MDA customer when required. Be able to lead a group of diverse individuals with varying backgrounds to achieve mission success.

    Basic Requirements:
    Must have one of the following combinations of education and experience: HS Diploma (or GED) and 20 years of general experience; Associates degree and 18 years of general experience; Bachelors degree and 16 years of general experience; Masters degree and 14 years of general experience Must have 14 years of experience directly related to the support or management of IT systems in a systems engineering role/capacity or Chief Engineering role within a DoD and/or Commercial enterprise Must have 3 years directly leading and managing a multidisciplinary technical team role within a DoD and/or Commercial enterprise Must have 10 years of experience within the Missile Defense Agency Must have a strong working knowledge of National Institute of Standards and Technology (NIST) and/or Risk Management Framework (RMF) controls Must have a working knowledge of the following technical/management skills: software engineering, Linux and Windows systems administration, web applications/deployments, storage management, effective database management techniques, and project management Must have a current DoD Top Secret security clearance with the ability to obtain a SCI/SAP Must have 5 years of experience in models and simulations

    Desired Requirements:
    Have documented experience developing and editing Department of Defense Architecture Framework (DoDAF) products for major space and IT systems Have extensive experience and working knowledge in both ballistic missile defense and space applications/systems Have Professional Certifications by INCOSE or in any of the technical skills listed above and demonstrated commitment to professional developmental in their field(s)#J-18808-Ljbffr
