    Job Summary This position will assist in overseeing the day-to-day operations of our Youth Outreach Services and The LOFT Youth Shelter—in addition to acting as a backup and next line of authority in the Director's absence.

    This position includes maintaining & overseeing program compliance, staff coverage/supervision, responding to emergencies after business hours, and providing skilled, compassionate services to our youth who seek to change their stories.

    Additionally, this position will oversee all training, data tracking for program/funding components and support the implementation of our community-based Resource Center.

    Outreach Services:

    Assist in the development of program goals and execution of action plans to ensure the Youth Outreach program for those ages 12-24 is most effectively meeting the individual and collective needs of each family.

    Provide (non-clinical) family care coordination oversight for all youth and families enrolled in the program.

    Support the recruitment and engagement of Youth and Young Adults (YYA) with experience of homelessness, ensuring high-quality youth engagement in the local Youth Action Board (YAB), Anchor Community Initiative (ACI) Core Team and Community Team, and other ACI workgroups.

    Oversee the coordination of the YAB meetings which occur at least monthly and report back to the ACI Team regarding the YAB.

    Collaborate with ACI to include attending Core Team meetings, ACI Youth & Community Engagement strategy meetings, recurring meetings with AWHWA staff and regular communication with the Walla Walla ACI county Coordinator and Community Lead regarding youth engagement and progress toward ending youth homelessness and other ACI goals.

    Support the facilitation of weekly community-wide By-Name
    • List case conferencing, which includes coordination of meetings, creating materials, outreach, and building partnerships across the youth serving entities and tracking outcomes for the ACI Core Team.
    Provide oversight and management of the youth drop-in resource center, including the scheduling and programming of this site.

    Assure in timely and accurate data collection efforts for youth outreach services in HMIS system and for the ACI Core Team.

    Work in collaboration with Youth Services Director & Walla Walla site Director to support the implementation of extensive youth outreach services, integration strategies to improve wellness/stability of those we serve; ensure that we are good neighbors, and effective community partners.

    Actively participate in or facilitate, when necessary, meetings between us and partners to support streamlined communication/integration strategies—utilizing a continuous program evaluation & improvement process to refine & adapt operations to meet the diverse needs of our youth and their families.

    LOFT Youth Shelter Support and assist the Youth Services Director; fill-in for the Director's role when Director is unavailable.

    Provide leadership support for LOFT shelter services—supporting both supervisors and youth advocates with implementing all program & licensing mandates, youth-focused/trauma-informed services.

    Assist in ensuring that facility and programs are in compliance with all applicable contractual, licensing, staffing and safety mandates.


    Overall:

    Assist in the hiring and supervision of Youth Outreach services & shelter staff: Provide paid staff with the training, supervision and support they need to carry out their responsibilities and implement policies and procedures in a competent and professional manner—including on-boarding training.

    Ensure that all youth services staff receive (at a minimum) monthly supervision—creating professional development plans, that support staff identified goals, monitor and track compliance with mandatory trainings/procedures and create structures which support staff in achieving job duty expectations.

    Conduct Youth Outreach staff evaluations according to agency timelines.

    Provide referrals, information, and guidance related to problem-solving, conflict resolution, parenting, and interpersonal concerns to assist youth in achieving personal goals.

    Support community outreach efforts and the needs identified within our community.

    Represent our youth services in the community to develop partnerships that strengthen the program and advocate for systematic change that improves the lives of youth experiencing homeless and their families affected by substance use disorders and mental health disorders.

    Master youth services electronic records system via Salesforce. Train staff on the operational components of Salesforce required for their job. Monitor hard copy Operational files to ensure compliance. Utilize Salesforce to implement data tracking processes, per agency and funder-mandates. As part of the leadership team, maintain and model exemplary professional boundariesaligning with Catholic Charities Code of Conduct. Provide direct, transparent, and respectful communications. Develop and maintain the staff schedule, ensuring appropriate coverage.

    Integrate Catholic Charities-wide efforts of addressing social determinants of health in housing, ensuring all services are trauma informed, and implementing strategies of ensuring services and hiring practices are addressing race, equity, and inclusion disparities.

    Oversee the on-going development and implementation of the programing schedule and outreach efforts. Provide feedback to the Director on any emerging issues so that they can be addressed in a timely manner.

    Respond to emergencies after business hours to ensure safety and well-being for youth and their families and staff; Participate in an on-call rotation.

    Maintain office & program supplies by routinely checking inventorying and ordering supplies. Maintain the inventory tracking system to ensure that supplies are readily available for program use. Perform as a team member to assure that productivity outcome measures are achieved.

    Uses appropriate administrative, fiscal, physical, and technical safeguards to ensure the confidentiality, integrity, and security of CCEW client protected health information (PHI), per regulations outlined in the Health Insurance Portability and Accountability Act of 1996 (HIPAA).Will regularly utilize all forms of communication (email, text, phone, etc.) and database practices necessary for this position and as directed by supervisor.

    As a mandated reporter, follow all procedures outlined in agency policies and procedures to report to the proper agency when there is suspicion and/or confirmation that a child or adult has been a victim of abuse or neglect.

    Perform related functions, including advocacy, to support the mission of and core values of Catholic Charities. Adheres to the tenets of Catholic Social Teaching and Catholic Doctrine.

    Education/Experience:

    to perform this job successfully, an individual must have: A BA in Social Work or related field preferred, or 3 years of lived experience equivalency.

    Familiarity with local issues related to youth and young adult homelessness, and/or knowledge of youth-serving systems and homelessness in general.

    Ability to work with diverse communities and commitment to supporting inclusion, both internally and across our efforts to serve all youth and young adults experiencing homelessness.

    Knowledge of social service and educational resources in the greater Walla Walla area. Proficiency with Microsoft Office applications and ability to navigate database software platforms with ease. Ability to organize, set priorities, monitor progress towards goals, and track details. Excellent written communication skills – proofreading, punctuation, composition, and grammar.

    Excellent interpersonal skills and the ability to work with confidential and sensitive information while assisting staff, volunteers, and the public.

    Ability to work independently using high-level discretion, maintaining the highest degree of confidentiality, and ability to manage multiple details and deadlines.

    Must be a self-starter and can exercise initiative.


    Certificates/Licenses:
    To perform this job successfully, an individual must: Successfully pass background check applicable to position. Must possess a valid Driver License and ability to drive for work use.

    Requires respirator medical evaluation questionnaire, fit testing, training, and use of respiratory protection as required by the WA Industrial Safety & Act standards.
