    Description

    PPPL Site Protection is responsible for the protection of PPPL facilities and personnel through the implementation of a robust Safeguards and Security (S&S) program. Included in the S&S program are requirements surrounding site access and credentialing and the use of the Homeland Security Presidential Directive–12 (HSPD-12) Personal Identity Verification (PIV) credential. PPPL Site Protection is seeking qualified applicants for the position of Credentialing Coordinator.

    PPPL Site Protection is seeking qualified applicants for the position of Credentialing Coordinator for Homeland Security Presidential Directive–12 (HSPD-12) Personnel Identity Verification (PIV) credential issuance and administrative coordination. The Credentialing Coordinator will have ownership of the compliance with requirements associated with HSPD-12 PIV credentialing. The Credentialing Coordinator will partner with Human Resources and laboratory management to sponsor and issue HSPD-12 PIV credentials for new employees and associates; coordinate certificate sponsorship, management, and termination; initiate and facilitate background investigations, information collection, and adjudications utilizing DOE applications (USAccess and eAPP); address lost and misplaced credentials and the associated reporting; manage the completion of data calls and report generation related to HSPD-12 PIV credentialing; and support PIV use for personnel access in the PPPL Personnel Access Control System (PACS.) In addition to the HSPD-12 PIV credential, the Credentialing Coordinator will also issue, track, manage, and terminate Local Site Specific Only (LSSO) credentials.     Core Duties:

    • Maintain administrative oversight for the PPPL credentialing program.
    • Must have excellent communication, interpersonal, organizational, and analytical skills to interface with DOE, PPPL management, personnel, and associates to effectively deal with security issues on a daily basis.
    • Maintains a consistent, reliable work schedule during core hours to meet needs of staff.
    • Greets and receives visitors (in person and over the phone) in a professional, courteous manner.
    • High level of effective customer service and support.
    • Distribution of program information and providing support to local and remote customers and collaborators.
    • Performs work with limited supervision and instruction on general or routine tasks.
    • Working knowledge of DOE S&S; Personnel Security; and credentialing orders and requirements, and the PPPL procedures and implementation of the same.
    • Create or revise process documentation related to credentialing and Personnel Security.
    • Maintain knowledge of processes and procedures of all Personnel Security and Credentialing roles and support all areas as needed.
    • Coordinates and completes all aspects of HSPD-12 PIV and LSSO issuance to include sponsorship; enrollment; investigation; activation; issuance; renewal; and termination.
    • Serves as point of contact to DOE related to Personnel Security approvals and adjudications.
    • Supports HSPD-12 PIV use for PACS and coordinates with the appropriate PPPL work groups.
    • Track statistics and generate reports based on HSPD-12 PIV credentialing and associated data calls.
    • Coordinate with Facility Security Officer (FSO) and Site Protection related to the Personnel Security Program implementation and compliance.
    • Participate in DOE complex-wide peer working groups.
    • Providing support to HR and Business Partners related to onboarding of new hires, subcontractors, or visitors.
    • Maintains DOE directives/standards and obtaining/maintaining required training.
    • Ability to respond quickly to security issues and work under pressure while maintaining the upmost level of confidentiality for sensitive information.

    Education and Experience:

    • High School Diploma with a minimum five (5) years of experience, or an associate degree with a minimum two (2) years of experience in a personnel security field.
    • Working knowledge of DOE operations and DOE O 472.2A Personnel Security, DOE O 206.2 Identity, Credential, and Access Management (ICAM), USAccess, eQIP/eAPP and Central Personnel Clearance Index (CPCI) preferred.
    • Attention to detail with the ability to quickly change from one task to a drastically different task.
    • Highly organized and able to work independently.
    • Ability to generate reports based on data query needs.
    • Possess analytical skills; customer service experience; and the ability to interpret, communicate, and implement complex instructions. Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever-changing needs.
    • Candidate must be a U.S. Citizen and complete a limited background investigation.

    Knowledge, Skills and Abilities:

    • Experience and efficiency in Google communications platform.
    • Experience and efficiency in database user functions.
    • Can work in a team environment with multiple groups to meet business goals.
