    About DTMB:
    The Department of Technology, Management and Budget ) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.


    About this position:


    As an application developer, the employee performs a complete range of information system analyst assignments including, but not limited to, designing, developing, testing, and implementing computer systems and applications for Agency Services supporting LEO, AG, GOV, UIA & MDOT/Agency Application Services.

    This position functions as an entry level information technology programmer/analyst performing a full range of assignments commensurate with level.

    Achieves application development duties including, but not limited to, design, development, enhancement, implementation and maintenance of the UIA applications developed in Visual Studio using VB.Net and Microsoft Structured Query Language (SQL) Server.

    The primary area of responsibility is the UIA's Michigan Integrated Data Automated System (MiDAS) modules dealing with UIA's Employer Tax processes of Returns, Transactions and Rating, and Benefit processes of Certifications and Payments.

    Position Location:
    This position is located in Detroit, MI. This position may work a hybrid (remote/office) schedule with 2 days required in the office per week. Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.


    Signing Bonus:
    This position may be eligible for a sign-on bonus up to $2,500.

    Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period).

    This does not apply to current state employees.

    Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

    Retirement Programs:
    The State of Michigan offers 401(k) and 457 plans for new hires to save for retirement. The state will automatically contribute an amount equal to 4% of your pay to a 401(k) account. The state will also match up to 5% of your pay if you contribute to your 401(k) account. Your contributions vest immediately, and the state's contributions fully vest after just 4 years.     Vacation and Sick Leave:

    Eligible full-time employees receive between15 and 35 personal daysand13 sick daysper year that may be rolled over to the following year if not used.

    Eligible employees also receive an additional day each year for community service or school functions.

    Paid Parental Leave:

    Eligible employees can take12 weeks of paid leaveimmediately after a birth or adoption to allow needed time together at home with a new child.


    Paid Holidays:

    Eligible employees receive 13 or 14 paid holidays each year including New Year's Eve and Day, Martin Luther King Jr.

    Day, Presidents' Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.


    Bonus Programs:
    Eligible employees with five years of service also receive annual longevity bonuses that grow as seniority increases. Some positions also may qualify for recruitment, retention, and performance bonuses or other special pay premiums.

    Military Pay Differential:

    Employees in the guard or reserves may also qualify for supplemental pay benefits if miliary pay during qualifying duty is less than normal state pay.

    Prior military service may also allow seniority credits to accelerate eligibility for longevity bonuses and additional personal leave accrual.

    Tax-Advantaged Programs:
