    Overview

    Telecommunications Mechanic II(MCG

    Bowhead seeks to network with Telecommunications Mechanics for upcoming or future efforts to support Joint Base McGuire on a base Telecom Support contract.

    Responsibilities

    Essential functions will include:

  • Perform during the hours EST) on base Monday through Friday. Provide off-hours support (e.g., for disaster recovery, emergency systems restoration, etc.) as requested.
  • Perform general tasks supporting outside cable plant such as assisting with the transport of supplies and equipment to the job site and other general support.
  • Provide day-to-day management, administration, operation and maintenance/repair of voice services and telecommunications facilities consisting both of copper and fiber cabling media.
  • Provide premise wiring for inside or outside wiring to the NID, walk jack, wiring pedestal, or intermediate distribution frame.
  • Determine the nature, cause, and location of service trouble (e.g., verifying the presence of dial tone at Base Communications Office (BCO) and building demarcations, inspecting customer-owned telephones and verifying proper operation, etc.)
  • Use advanced knowledge to analyze both hardware and software system failures and other unusual system occurrences isolate the source of the problem and determine failure causes. Complete tests and document testing service results.
  • Interact/talk with all BCO service providers and have a working knowledge of Avaya equipment.
  • Make use of the hardware, software, and routine test functions to troubleshoot circuit and wire issues.
  • Assist the BCO in initiating the dispatch of appropriate repair personnel on reported problems dealing with circuits, cables, etc. General BCO support and assistance.
  • Accomplish moves, adds, and changes of telephone numbers to include all programming options and associated equipment, as well as telephone jacks and wiring.
  • Provide installation of cable (Category 5-6) or house wire to all telephone sets (single line/digital/ISDN/VOIP equipment with terminating equipment such as jacks, wire, pinouts, and the standards as put forth by the Telecommunication Industries Association.
  • Assist the BCO in processing service requests for the BCO customers. Follow existing procedures to ensure Telecommunications Service Request (TSR)'s are recorded, resolved, and reviewed.
  • Assist customers with the installation by demonstrating features, providing handset information and voicemail handout changes to software to ensure customer satisfaction.
  • Maintain telecommunications cable records; equipment inventories, and network configurations using a government-provided CAIRS telecommunications management system. Complete accurate record of the inside and outside cable plant.
  • Respond to work effecting moves, adds, and changes (MAC) as requested and resolve outages. Complete all documentation, such as service requests, trouble tickets, equipment/cable/jack labeling, and the updating of the CAIRS database to reflect work completed and changes made to assignments, equipment location, and/or configuration.
  • Perform annual preventive maintenance and inventory of the Base Cable Plant and Pierside terminal.
  • Provide and manage the hook-up and disconnect at the piers for ships as they arrive and depart. Test Connectivity from the Pier system to pier risers prior to the ship's arrival. Provide the s Port Operations with a "Telephone Line Ship Connection" form listing the numbers that were assigned to the ship and the coordinating jack number at the terminal.
  • Maintain an updated inventory of all Navy assets, with the assistance of the BCO; this includes surveying cables, closets, and PBX equipment. Assist the BCO Site Manager(s) in locating communication circuits and facilities owned by the Government.

  • Qualifications

  • EducationPossess a high school diploma, or GED equivalency, and a diploma or documented degree from an accredited college/junior college/service school or hold a Telephone Installer certification. Prerequisite training shall encompass the BICSI series of instruction and certification.
  • Minimum RequirementsMinimum of five (5) years' experience in the telecommunications industry and have a working knowledge of Avaya Communications Systems.Minimum of five (5) years of recent experience in the installation, testing, troubleshooting, programming, maintenance and repair of analog and digital telephone wiring distribution frames, and large telephone equipment networks. Experience shall encompass the central office main distribution wiring components, telephone switch and its adjunct devices and subsystems to include power distribution, uninterruptible power supply (UPS), fiber remote and telephone instruments. Experience shall further encompass the networking of multiple switches of different manufacturers; e.g., Avaya associated network connections. Telephone central office experience associated with computer data circuits and related apparatus is essential. Recent experience is defined that the individual is currently, within the past year, performing technician duties.Possess working knowledge of fiber installation, termination, and testing. Including an understanding of Telecommunication Industries Association wiring standards.Possess Inside Wiring installation, training and certification to include installation and repair; station moves, adds, and changes.The individual's experience shall demonstrate that advanced knowledge of Avaya switching systems, operating in a central office environment, is used to analyze complex failures and unusual system occurrences. Experience shall demonstrate the ability to isolate the source of problems, determine failure causes and take corrective action for the telephone switching systems.The individual shall demonstrate proficiency in the use of test equipment such as: oscilloscopes, digital multimeters, transmission test sets (T-bird/Firebird), optical time domain reflectometers (OTDR), and optical power meters to perform tests on incoming and outgoing trunks, circuits, and data links.
  • Required skills or certifications
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
  • Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically
