    This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

    JOB SUMMARY

    This position is located in the Police Department within the City of Oklahoma City and is under the direction of an immediate supervisor. Emergency Planner is a professional classification that requires well-developed skills in research; verbal and written communication; and fully functional knowledge of the principles, procedures, and methodologies of city planning.

    ESSENTIAL JOB FUNCTIONS
    • Coordinate local planning and preparedness committee meetings.
    • Develop and maintain a variety of plans which minimally includes: plan, schedule, and organize planning meetings, conduct or participate in planning meetings, conduct research, develop and write plans, submit drafts for review and seek input, submit final versions for adoption, and publish and distribute plans.
    • Maintain plans through review and revision at regular intervals.
    • Maintain the following mandated plans: City's Emergency Operations Plan and ensure its compliance with NIMS and FEMA CPG-101 this includes the Basic Plan, Appendices, Annexes, Emergency Support Functions (ESF), ESF Resource Appendices.
    • Maintain City's Hazard Mitigation Plan and ensure its compliance with federal regulations and FEMA guidance.
    • Maintain City's Dam Emergency Action Plan for all City owned dams within the City of Oklahoma City and ensure its compliance with OWRB guidance.
    • Maintain City's Debris Management Plan as required by FEMA and ensure compliance with FEMA guidance.
    • Maintain City's Mass Evacuation Plan as required by state statute.
    • Develop and maintain functional plans (e.g., Family Assistance Center, Evacuee Reception, Mass Care & Sheltering, etc.).
    • Develop and maintain the Police Department's Emergency Response Plan.
    • Work with the Response and Resource Coordinator to develop and maintain hazard specific checklists.
    • Use the geographic information system (GIS) to produce maps for a variety of emergency management purposes.
    • During MACC activations: serve as the Planning Support Unit Leader and serves as the GIS Specialist.
    • Fulfills the general responsibilities of all OKCOEM personnel and performs the tasks and duties common to all OKCOEM personnel.
    • Fulfills other responsibilities and performs other tasks and duties as assigned by the Emergency Management Director
    JOB REQUIREMENTS
    • Bachelor's degree with three (3) additional years of relevant emergency preparedness and operations experience.
    • Relevant experience as outlined above may be substituted for the Bachelor's degree on a year-for-year basis.
    • Three (3) years' experience in developing, implementing, and evaluating policy and plans in emergency management organizations at the state, local, or national level.
    • Three (3) years' experience working collaboratively with federal, local, and state emergency management agencies, including senior and elected officials.
    DEPARTMENTAL PREFERENCES
    • GIS knowledge/experience.
    VETERANS PREFERENCE

    Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.

    WORKING CONDITIONS
    • Outside occasionally; may be exposed to heat, cold, humidity, rain, etc.
    • Occasionally required to work beyond normal working hours.
    • Occasionally subject to local travel.
    Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

    PHYSICAL REQUIREMENTS
    • Hearing and speech enough to communicate effectively by telephone or in-person.
    • Near vision enough to read and draft written communications.
    • Mobility enough to continuously move oneself from place to place when conducting field surveys.
    • Far vision enough to accurately determine the condition of structures.

    Background Investigation, Drug Testing, Physical Examination: Upon a conditional offer of employment/acceptance of position, the City of Oklahoma City will conduct a criminal history background check for external applicants.     If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

    If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City's Drug and Alcohol Testing Policy prior to being directed for a drug test.

    If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
