    Brighter Beginnings is a 501c3 nonprofit organization and has been responding to the needs of families in resource-poor neighborhoods since 1984 when our work began in response to the alarming differences in mortality and illness rates among African American babies compared to other children.

    We have a multi-cultural, bi-lingual staff of passionate and committed family-service professionals; in fact, many of our staff came to this work because of the challenges they faced in their own families.

    The Behavioral Health Program Manager oversees the administrative work of assigned Mental Health Clinicians and MFT or MSW Social Work Interns as post-Master's interns.

    Provides supervision and training, and assists with planning, organizing and coordinating activities of designated project(s) to ensure that goals and objectives of projects(s) are accomplished within quality assurance standards, prescribed time frame and funding parameters.

    In addition, the Behavioral Health Program Manager provides clinical services and caseload will vary depending the number of staff on the team.

    Provides overall management of the program, contract monitoring, and program development.

    Upholds the mission of the organization by assuring the delivery of mental health services, provides patient satisfaction, and cost-effective while promoting a fiscally sound organization.

    Demonstrated ability to keep accurate and complete charts, client records, required data forms and processes.

    Demonstrated ability to perform additional duties such as facilitating client support groups, individual or group counseling, child development activities and/or training.

    Community mental health experience delivering services to those with moderate to severe symptoms
    Bilingual in Spanish

    Provide day-to-day administrative supervision to assigned staff in accordance with the organization's policies and applicable laws for signature of delivered services.

    Conduct the interviewing and hiring of mental health professionals. Provide training to new employees; plan assign and direct work appraisals/performance; address complaints and resolve problems.
    Ensure that clinical services meet or exceed Medi-Cal requirements via quality assurance review for assessments and treatment plans, progress notes, dates, documentation, and billing which includes:
    Weekly reviewing of all progress notes on our electronic health record (EHR) EClinicalWorks
    Reviewing, training, oversight of Treatment Plans
    Reviewing and maintaining case assignments and billing in accordance with the County contract.
    Coordinate clinical supervision for staff with appropriate licensed people when needed.
    Lead weekly Team meeting and group supervision for licensure hours with all direct service staff.
    Attend county-wide meetings/trainings as indicated to stay current on the latest documentation standards and related contract requirements.
    Attend Management Team Meetings.
    Manage HRSA requirements for the Behavioral health program requirements.
    Manage Audit activities and corrective action plans.
    Manage training activities for the program, including provision of direct training, and managing of bringing in outside trainers/trainings.
    Interface with County Contract Managers, and Quality Assurance staff and other county staff when needed. Participate in the writing and creation of Requests For Proposals as needed to maintain and grow funding.
    Provide Mental Health consultation to other programs within Brighter Beginnings when needed.
    Manage contract utilization on a monthly basis and provide supervision to clinical staff around billing. Create Performance Improvement Plans when performance is below expectations.


    Quality of Care:
    Ensures staff in the Behavioral Health Department receive best practice updates.
    Review any medical records as requested by providers for quality care and treatment issues.
    Will report concerns regarding quality assurance or practice issues to CEO, Medical Director, and other managers.
    Establish and maintain understanding and cooperation with local organizations toward effective community health.
    Coordinates with management for office coverage.
    Participate in quarterly clinical chart review studies in order to enhance patient outcomes.
    Provide direct leadership for Quality Assurance, Utilization Review and Advisory Committees.


    Administrative:
    Work in coordination with the CEO and management in planning programs and administering the clinics.
    Review and collaborate on all practice protocols for Behavioral Health and clinic policies and procedures.
    Plan and conduct in-service training programs for staff.
    Participate in board meetings, staff meetings, planning meetings and other meetings, as needed.
    Assess productivity standards in collaboration with the CEO, CFO, and other management.

    Interfaces with administrative staff concerning the creation and dissemination of Behavioral Health productivity reports at least quarterly, addressing deficits.

    Ensures staff are adequately trained on billing and coding procedures, assessed and updated at least twice yearly.

    Requirements as determined by the Board of Behavioral Sciences to supervise assigned staff such as Behavioral Health Clinicians, Behavioral Health Clinicians, MSW or MFT interns.

    Work is normally performed in a typical interior/clinic work environment, with typical office noise and other disruption.
    Both standing and sitting are required, with half of the job time spent sitting. Approximately three-quarters of the time is spent using a computer keyboard.

    Various types of equipment/supplies are used to accomplish the job requirements and include, but are not limited to medical equipment, pens, pencils, calculators, computer keyboards, telephone, printers, etc.
