    PSI/Madagascar has been working to strengthen the health system in Madagascar for over 20 years, and currently manages an extensive and varied portfolio of donor funded health projects spanning HIV, Tuberculosis, Malaria, and Family Planning.

    PSI/Madagascars programs listen to the needs of the various communities and vulnerable groups that we serve and bring their voices to the fore.

    Generating consumer insights in this way, we can provide better technical support to the Government of Madagascar and a wide variety of local private sector and community partners, and address gaps in the national supply chain all the way down to the last mile, improve quality in the delivery of programs at all levels from the center down to the community level, and integrate digital and other innovations at all levels of the national system.

    Reporting to the Country Representative, the Supply Chain & Procurement Director will play a critical strategic role for PSI/Madagascar in the implementation of a major portfolio of public health projects, including a more than $100m portfolio of projects over three years funded by the Global Fund for Aids, Tuberculosis and Malaria.

    PSI seeks a Supply Chain & Procurement Director that will lead a team to support all aspects of the supply chain at the country level in accordance with donor guidelines, from the international procurement of health commodities down to distribution at the community level through both the national supply chain system of the Ministry of Public Health, and through commercial channels.

    The role will be responsible for the procurement of all related non-health products & services for PSI/Madagascars programs; develop approaches for strategic procurement and external relationship building; and mentor and build the capacity of the procurement team and internal and external stakeholders related to good procurement practice.


    Salary Range:
    $83,000 (MINIMUM) - $104,000 (MID-POINT) - $125,000 (MAXIMUM)
    The annual base salary range reflected above is in USD. * We value transparency and have provided the full salary range for this role.

    Actual base salary compensation may vary and will be determined by factors such as a candidates qualifications, experience, internal equity, external market analysis, and other business factors permitted by law.

    Hiring above the midpoint of the range would not be typical in order to allow for potential future salary growth.

    *Candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. For candidates approved to be hired directly through the local PSI office, pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency.
    Your contributions

    Manage the PSI/Madagascar procurement team and support to PSI/Madagascars new social business unit; provide technical assistance to various external stakeholder departments within the Ministry of Public Health and the national public sector supply chain agency (SALAMA) that will deliver most of the commodities procured under two major Global Fund projects.

    Help them understand, contextualize, localize and implement global supply chain and inventory management best practice policies and procedures.

    Work with leadership at PSI/Madagascar and the Ministry of Public Health and SALAMA to emphasize cross-functional participation in the Forecasting process.

    50% of Time

    Develop measures (performance reporting and KPIs) to quantify the effectiveness of current and/or improved Procurement, Supply Chain Planning and Inventory Management processes.

    Work across departments in data definition and collection, and ongoing development and implementation of expanded management information tools and systems.

    Support the development of processes and tools for the collection, use, and reporting of quantitative and qualitative data to inform decision making at all levels.

    15% of Time
    Lead and support capacity-building activities.

    Develop tools that help the various internal and external clients attain improved results in Procurement, Supply Chain Planning and Forecasting, quality assurance and pharmacovigilance management with manufacturers.

    Lead the development of performance enhancing tools and resources. Deliver or assist in training for PSI staff. 15% of Time
    Revise supply chain and inventory management policies and procedures in line with donor and PSI requirements.

    Lead the development and documentation of business requirements related to Supply Chain Management solutions, including the development of an annual procurement plan.

    10% of Time

    Conduct ongoing assessments of the software market, make contextually relevant recommendations for software adoption as required, and support the national roll out in Madagascar of the new Public Sector LMIS system for Supply Chain Planning and Inventory Management.

    5% of Time
    Oversee and support knowledge management activities. Deliver communications reinforcing the importance of international minimum standards in inventory management. 5% of Time

    What are we looking for?
    Bachelor's degree (or international equivalent) in a related field.
    At least 10 years of related experience. An equivalent combination of related education and experience may be substituted.
    At least 3 years of supervisory experience.

    In-depth knowledge of global supply chain planning, inventory management and warehousing best practice, preferably, in the contraceptive logistics, health commodity logistics, or pharmaceutical management sectors.

    In-depth knowledge of best practice forecasting and replenishment planning techniques.
    Proficient in managing forecasting/material requirements planning tools and inventory tracking (LMIS).
    Familiarity with a wide variety of donor rules and regulations.
    Experience working in developing countries within the procurement and supply chain function in the public and/or private health sectors.
    Working knowledge of commercial sector FMCG Supply Chain preferred.
    Experience in partnership development for new sources of supply in commercial atmosphere.
    Excellent strategic and analytical skills. Able to diagnose complex problems, generate effective solutions and communicate compelling strategic courses of action.
    Excellent organizational skills with high attention to detail. Able to balance multiple projects and manage tight deadlines in a fast-paced and at times ambiguous environment.

    Strong training development and facilitation skills with an ability to adjust content for audiences of varying skill and seniority levels.

    Strong written and verbal communication skills. Able to translate complex supply chain planning and inventory management information to a variety of audiences.
    Proficient in MS Office Suite (Word, Excel, PowerPoint).

    Proficiency in French at the professional working level, including reading, writing, and speaking, and proficiency in English is an added advantage.
