    About The Role


    The CWMD (Countering Weapons of Mass Destruction) Project Manager III - Division Lead works directly with the government's Division Chief and Division Operations Manager in support of Division functions and priorities.

    This position leads the A&AS Division team working in support of assigned country, region, and other portfolios in the Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR) BTRP Department (CT-BT).

    Division Leads report to the PM Team Lead. Division Leaders's primary client interfaces are the BTRP Division Chief and Division Operations Manager.

    Additional Responsibilities Include, But Are Not Limited To

    Responsible for ensuring all deliverables across the Division meet quality and schedule requirements.

    She/he leads a broad range of activities, including Division-level planning; managing and utilizing staff resources to ensure team success; and supporting government counterparts.

    Effectively apply and leverage the full spectrum of expertise available in the A&AS community, applying the IPT construct.
    Lead the A&AS team responsible for project management advice and assistance within the Division.
    Set expectations for assigned staff, monitors performance and alignment to expectations, and provides actionable feedback on individual performance.

    Maintain broad visibility of ongoing BTRP projects at the global, regional, country, and project levels, ensuring synergy of effort within the Division Team and with other teams across Divisions and BTRP applying the IPT concept.

    Proactively engage with the PM Team Lead and other A&AS leadership, peers and reports, share pertinent information, anticipate issues and recommend solutions.

    Be an effective, collaborative and engaging member of the A&AS team.

    Set criteria for Division Team prioritization in alignment with BTRP objectives, ensuring quality control and timeliness of work products generated by A&AS Division staff.

    Serve as an advisor and provides support to assigned staff.
    Ensure assigned staff are trained and proficient in tasks/activities necessary for success. Identify and secure resources necessary for team success. Ensure workload is balanced across assigned staff.

    Champion best practices, innovation, and process improvement within the team and across Divisions, with support of the PM Team Lead.

    Identify and remove inefficiencies and impediments to team success.
    Ensure mentorship and development opportunities are available for staff.

    Support the Division Chief and Operations manager in management of short- and long-range planning activities that include multi-year work plans that are the products of subordinate organization projects.

    Proactively identify risk areas across the Division, highlighting probability and impact to mission and proactively developing solutions.
    Support the Division Chief and Operations Manager in planning and preparation to travel. Participate in travel, as needed.

    Advise and assist the Division Chief and Operations Manager in development, implementation, and tracking of the Director's Operational Imperatives; development, implementation, and tracking of Weekly Activity Reports (WAR); consolidation, review, and approval of quarterly project fact sheets and regional/country summaries for the Office of the Secretary of Defense; development, implementation, and tracking of Program Management Reviews (PMRs); conducting annual management cycle activities, including Program Objective Memorandum (POM), Annual Reports to Congress (ARC), Annual Spend Plans, metrics reviews, etc.

    Manage/respond to short-fuse taskers and cables, to include coordination across the Division.
    Capture meeting minutes and lessons learned and incorporate solutions to action items and process improvement methodologies.
    Assist with proposal development, if necessary.
    Perform other duties, as assigned.

    Experience

    Minimum of ten (10) years' direct experience.
    Demonstrated expertise performing program controls on complex or numerous projects.

    Experience and successful track record building effective relationship with clients and other stakeholders, understanding client's requirements and meeting client expectations.

    Experience applying project management best practices in support of multiple ongoing projects while delivering high-quality outputs. Ability to track multiple competing priorities and dynamic portfolio components.

    Track record working in a matrixed environment, coordinating work across large, diverse teams, and being an effective and collaborative team member.

    Demonstrated knowledge of all U.S. government agencies and organizations engaged in proliferation prevention and complementary activities, and the extent of those activities.

    Demonstrated expert at developing requirements, establishing long-range plans, defining project and program success factors, and implementing assessment methodologies for achieving consistent and systematic processes.

    Demonstrated expert at making recommendations, facilitating the identification of trends, and desired future state for program.
    AFRICOM AOR experience desired.
    DoD or security cooperation program experience desired.
    Previous experience with Senior Staff/Command level or DTRA.
    Technical background experience desired.

    Education

    BA/BS required.
    MA/MS desired.

    Certificates, Licenses, Registrations

    PMP or equivalent certification desired.

    Other Required Skills & Abilities

    Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
    Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.

    This is primarily a project management role that requires financial and schedule management; quality assurance; knowledge management; and strong leadership, communication, collaboration/coordination skillsets.

    Knowledge and understanding of the BTRP mission, the nature of biological threats and biological threat reduction approaches, the international nonproliferation regime, and key stakeholders working in the domains of nonproliferation and global health security spanning public and animal health sectors.

    Strong analytical skills, the ability to see the bigger picture without losing sight of detail, and the readiness/ability to track formal and informal taskers while delivering necessary advisory and assistance services in support of multiple, competing priorities.

    The Division Lead is expected to partner with client Division leadership - as well as other government and A&AS counterparts contributing to the implementation of Division priorities - and be a reliable source of advice and assistance.

    Capable of working independently with limited oversight.
    Excellent communication, critical thinking, and problem-solving skills.
    Demonstrated ability to write for senior leaders.

    Security Clearance

    Secret security clearance required.
    Top Secret security clearance highly desired.


    US Citizenship:
    This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.

    Salary Range:
    $112,000 - $152,000
