    Job Summary

    The position provides technical expertise to ensure high quality programming that focuses on American Indian well-being, increased access to services, and equitable outcomes related to Home and Community-Based Services (HCBS) and Long-Term Services and Supports (LTSS) .This position initiates systems change work within DHS and other state systems that impact American Indians and helps to coordinate and develop legislative and budget proposals that expand innovative initiatives to ensure all American Indians are able to access culturally appropriate services to meet their needs.

    This position is assigned to support Region 3 which includes the following Tribal Nations: White Earth and Leech Lake. The incumbent of this position is considered a remote worker, which is a term and condition of the appointment. As a remote worker, the incumbent will have their home, or an alternative location assigned as their principal work location; will be permanently assigned to their principal work location; and will not be assigned to an agency facility for their principal work location.

    Responsibilities include but may not be limited to:
    • Develop and maintain collaborative relationships with the assigned Tribal Nations in Minnesota.
    • Support those Tribal Nations by providing statewide leadership in the development of policies, procedures, and implementation of the respective Tribal Initiatives.
    • Technical assistance to Tribal Nations; consultation and training regarding regulations, funding, and program eligibility.
    • Act as a convener with cross-agency, division, and state representatives to ensure equitable outcomes for American Indians.
    • Lead the development of agency, interagency and interdepartmental policy initiatives to ensure a continuum of services that support and strengthen services and programming for American Indians.
    Qualifications

    Minimum Qualifications

    Three (3) years professional experience with Tribal Nations, rural and urban tribal communities, and the American Indian Worldview. Demonstration of experience in the following:
    • Tribal governance and sovereignty, as well as the unique relationship that Tribal Nations and American Indians have with the state and federal government.
    • State and local human service delivery systems and funding streams such as for older adults, child welfare, adult and children with disabilities, or behavioral health.
    • Medical Assistance and home and community-based services and programs.
    *Bachelor's Degree in public administration, human services, social work or related field may substitute for 1 year of experience OR Master's degree in public administration, human services, social work or related field may substitute for 2 years of experience*

    Preferred Qualifications
    • Demonstrate leadership, facilitation and negotiation skills sufficient to build commitment, collaboration, and to resolve conflicts.
    • Design and deliver effective training using a variety of tools and methods to a variety of audiences.
    • Variety of experiences working effectively with others from different backgrounds and cultures.
