    MINIMUM REQUIREMENTS:
    A bachelor's degree from an accredited college or universityandone (1) year of experience in apiculture, environmental protection, regulation, or health; one of the physical or natural sciences; or engineering;or

    Two (2) years of experience as an Environmental Specialist I or higher with the State of Florida;or

    Two and a half (2.5) years of experience as described above.

    Requires possession of a valid Class E driver license.

    Occasional travel, including overnight and sometimes up to two weeks at a time on an emergency program, is required.

    JOB DUTIES:

    GENERAL STATEMENT:


    This is a professional supervisory position responsible for providing the orientation and training of newly employed inspectors, including working with field inspectors in their assigned districts, training them on proper scheduling of inspections, and instructing them on the proper filing of reports, proper maintenance of state vehicles and equipment, and parameters of an inspector's responsibilities to the State.

    Evaluates subordinates' workload to maintain equity and efficiency.

    Monitors work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed.

    Approves timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled.

    Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.

    Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.


    Takes primary responsibility for region's regulatory needs in regard to inspections, certifications, registrations, compliance, bait hive monitoring and rules and regulations for consumers.

    This will require coordinating necessary inspections, issuance of certificates, permits, and compliance agreements, and informing beekeepers of the rules and regulations to meet apiary certification requirements of other states and countries.

    Works with subordinate inspectors in the field at least once per month. Tracks employee activities and monitors entries of beekeeper records in online database. Conducts evaluations of subordinate employees and encourages and promotes teamwork among apiary inspectors. Participates in recruitment and training of new employees.

    Investigates and resolves complaints and problems that arise in assigned area. Assists Environmental Specialists in investigations and the submission of reports of violations of division regulations and Florida statutes. Ensures that subordinates are familiar with and follow procedures outlined in the Division Safety Manual.

    Conducts research at ports of entry to see what is coming into the State.

    Conducts research for the Honey bee Survey federal grant, assist the Assistant Bureau Chief and Honey Bee research scientist in their research, and train employees on how to properly conduct this research as well.

    Assists in coordinating and overseeing movement of honey bee colonies in and out of Florida.

    Investigates to verify violations of Chapters of Florida Statutes, 586, Rule 5B-54 of the Florida Administrative Code, and assists law and regulatory enforcement officers with the enforcement of these laws, as well as assigning subordinate inspectors to this function.


    During emergency programs, assists in the planning, organizing, and directing of state and federal personnel in apiary and plant pest activities with other governmental agencies.

    Performs duties as directed when assigned to the Incident Command System (ICS). Be prepared to relocate out of assigned area for periods of time.

    Assists subordinates with vehicle and office maintenance needs and resolves problems. Investigates accidents and injuries to subordinates. Conducts job safety analysis per Division Safety Manual. Maintains office and personnel inventories and assignments.


    Responsible for working with administrative staff to update and maintain the Apiary Section's Operational Procedures Manual in a timely manner, ensuring compliance with division and departmental policies and procedures.

    Conducts training for inspectors on Apiary Section procedures and policies, as needed.

    Stays informed of all beekeeping issues and conducts periodic workshops to disseminate information. Gives presentations to industry and general public on division activities and policies as required. Participates on various committees as appropriate. Performs other duties as assigned.


    KNOWLEDGE, SKILLS, AND ABILITIES:

    • Knowledge of Honey Bee pests, parasites, predators and diseases.
    • Knowledge of botany and how it relates to successful beekeeping.
    • Knowledge of chemicals used in, near, and around honey bee colonies, apiaries and honey processing facilities.
    • Knowledge of the proper and efficient use of computer technology in order to provide the required documentation of Apiary Inspection activities and smooth communication between and among Apiary Inspectors and their consumers.
    • Skill in interacting with others in a tactful and courteous manner.
    • Skill in conflict resolution.
    • Skill in managing consumer-oriented behavior that necessitates empathy, education, training and firmness in regulatory responsibilities.
    • Ability to recognize pests, parasites, predators and diseases of honey bee colonies.
    • Ability to advise consumers on proper and appropriate control and management procedures for Honey Bee pests, parasites, predators and diseases.
    • Ability to manipulate Honey Bee colony hive components safely and efficiently.
    • Ability to work in close proximity to stinging insects and to be stung.
    • Ability to conduct inspections in natural and cultivated areas with uneven ground.
    • Ability to work in extreme hot and cold temperatures.
    • Ability to manage and coordinate employees to provide inspections for consumers throughout region.
    • Ability to operate four-wheel drive vehicles.
    • Ability to lift and handle objects up to 70 pounds.
