    Project Manager


    The Project Manager shall provide professional Construction Management as Advisor and coordinate Commissioning Agent services using specialized project management techniques to oversee the construction, and commissioning of the project.

    The Contractor shall assist GSA with the control of the project's time, cost, and quality. The work performed will occur during the Construction, Closeout, and Commissioning (including post-occupancy off-season) phases of this project.


    Responsibilities:
    Any items not specifically stated but necessary to achieve the goals of the project and accepted as

    industry-standard professional construction management services.

    The Field project Manager is responsible for providing the management, quality control, technical, and administrative resources needed to perform the services in an expeditious and economical manner consistent with the best interests of the government and to achieve the following goals:


    Ensure that the DB complies with GSA's scope, budget, and design requirements in the analysis, design, and subsequent documentation of the project.

    Ensure that the DB executes the construction work in accordance with the Construction Documents and other applicable requirements.

    Ensure that the CxA inspects, tests, and commissions all applicable equipment, assemblies, and envelope elements in accordance with the project's commission plan and the GSA Commissioning Guide.

    Additional CMa responsibilities include, but are not necessarily limited to:
    Monitor contractor performance, maintain the official project schedule, track expenditures, and generally assist the GSA Project Manager
    Provide administrative services to include generating meeting agendas/minutes, submittal & change management
    Provide photographic documentation from Pre-Construction to Commissioning and Closeout
    Participate in design reviews with emphasis on conformance to federal design standards, building codes, best practices, and constructability
    Perform independent cost estimates and reconcile pricing with GSA and DB estimates to establish the official project budget
    Manage on-site personnel to document and report on construction progress

    Job Requirements


    The Qualified Candidate shall:
    A. describes experience managing similar projects.

    B. describes past supporting roles in construction efforts that address the project requirements and such issues as budget and schedule.

    C. describes experience in coordination of commissioning activities and corresponding timeline, including off-season commissioning.

    The standard is exceeded when:
    The Offeror's plan describes experience with commissioning of an HVAC modernization project in an existing building. Description must detail specific equipment that was replaced and commissioned.

    The standard is met when:
    A. All proposed candidate has shown experience on two (2) similar successful projects completed in the last eight (8) years.

    B. At least one (1) reference is provided for each project and all references are satisfactory or better.

    The standard is exceeded when:
    A. Proposed candidate has experience on more than two (2) similar projects completed in the last fifteen (15) years.

    B. All references proposed gave a rating of excellent.

    Ability to read and interpret Construction Documents


    Preferred Experience:
    Federal Government Projects (General Services Administration (GSA))

    Federal Courthouse Construction

    Understanding of the GSA Facilities Standard for the Public Buildings Service (P100)

    Understanding of the GSA Project Estimating Requirements for the Public Buildings Service (P-120)

    Understanding of the GSA Building Commissioning Guide

    Understanding of the US Courts Design Guide

    Understanding of the US Marshals Service Publication 64

    Physical and Environmental Demands
