The office of Michigan's Public Safety Communications System (MPSCS) has a focused mission of providing statewide public safety communications for more than 2075 state, local, federal, tribal and private public safety agencies.
Through our employees, MPSCS handles the second-largest trunked communication system in the world with 291 tower sites, 90 state and local public safety dispatch centers with 490 radio dispatch consoles and 82 Computer Aided Dispatch consoles, 117,716 radios and 7,046 fire pagers.
The MPSCS Network Communication Center(NCC) monitors systems operations 24 hours a day to ensure the system is ready to assist Michigan's first responders.
The function of any public safety communications system is to assure the rapid response and cooperation of emergency personnel. The MPSCS achieves this through reliable, easy-to-use statewide coverage and advanced technology.The ability to share information on demand and in real time, whether it is voice or data, is critical to public safety in Michigan.
The Network Communications Center (NCC) Technician for the Michigan Public Safety Communications System (MPSCS) provides network management, monitoring, and centralized control of a large statewide 700/800 MHZ land mobile radio (LMR) system and its associated backhaul network on a 24-hour basis.
This position requires strong IT and radio system troubleshooting and analysis skills to effectively monitor and manage a statewide integrated voice and data communications network used by public safety first responders.
The statewide communications network is comprised of a 700/800 MHz Motorola ASTRO system and a backhaul network which includes Nokia microwave links, Nokia MPLS routers, and other networking technologies.
This position engages in independent analysis activities involved with system performance, monitoring, and identification of current or potential problems.Upon detection of a fault or impending failure, the individual seeks to remotely diagnose and repair and regularly manages, coordinates, and assists the work of technicians in the field to maintain, troubleshoot, and restore network-wide services.
This position requires good communication skills as the NCC is the 24/7 single point of customer contact for over 95,000 subscribers.
and is responsible for managing all components of the statewide network on a 24/7 basis, while focusing on achieving the goals and mission of the agency.
Knowledge, Skills & Abilities:
General knowledge of the system elements associated with this network, such as LAN/WAN, trunked radio systems, digital microwave networks, packet networks, cross-connect equipment, other controllers and switches, hubs, routers, servers etc.
Since it is imperative that the person in this position have a complete understanding of the user's equipment, he or she must acquire specific knowledge of the MPSCS and the respective System Elements and Subsystems in a short time after accepting this position.
Must have knowledge of problem diagnosis, resolution, and communications solutions necessary to maintain and enhance network operation, availability, and reliability.
Ability to communicate, orally and in writing, in a clear and concise manner with all levels of personnel, so that necessary maintenance and upgrade activities can be coordinated effectively and widely understood.
Ability to function in a high pressure network management environment associated with network control and system coordination.The person in this position must be willing to work long hours on any shift and under potentially stressful situations.
Ability to utilize monitoring systems to analyze data, format and report as required.Would like at least 3 years of experience maintaining two-way radio and/or microwave radio equipment or experience functioning in a network management/network control position.
Knowledge and/or training is desired in various communications technologies such as LAN/WAN, trunked radio systems, digital microwave systems, network protocols and equipment, etc.
EducationPossession of an associate's degree in electronic technology.
Experience
Four years of experience equivalent to a Radio/Communications Technician, including two years equivalent to a Radio/Communications Technician E10 or one year equivalent to a Radio/Communications Technician 11.
