    Hood River County School District is seeking to fill our Executive Director of Curriculum & Instruction position, beginning with the 2024/25 school year.

    This is a Regular, Cabinet-level position, budgeted at 230 days per school year.

    JOB SUMMARY

    This position of Executive Director of Curriculum & Instruction is designed for the purposes of managing assigned operations in accordance with school policies; providing information to the Board, superintendent, staff and public; ensuring compliance to established policies, procedures and/or codes; and addressing a variety of administrative needs and processes.

    Major areas of responsibility include curriculum adoption, articulation and alignment, assessment, school improvement, federal programs (including but not limited to Title programs, as well as other federal and state improvement grants), talented and gifted programming, and associated professional development.

    The Executive Director of Curriculum and Instruction is also a member of the Hood River County School District's cabinet and administrative council.

    The Executive Director of Curriculum and Instruction works collaboratively with the district office leadership team to advance HRCSD Strategic Plan.

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    Meets the standards of Competent and Ethical Performance as outlined in Oregon Administrative Rules (OAR to Essential duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned.
    Develops and manages programs, policies and procedures for the purpose of:
    Increasing student learning;
    Increasing staff effectiveness;
    Compliance with Federal and state education law and regulation requirements;
    Compliance with Board policies;
    Compliance with District and State Instructional Standards.

    Prepares timely reports for the purpose of providing information to the Oregon Department of Education, Board, the Superintendent, staff and the public.

    Develops and delivers curriculum and staff development presentations, materials, forms and processes for the purpose of communication with instructional staff and meeting Federal and State requirements and district policies.

    Recommends solutions to a variety of complex issues for the purpose of addressing district needs and responsibilities of the department.

    Attends district, school, parent, community, ESD and state meetings as assigned for the purpose of conveying and/or gathering information required by programs.

    Researches information (e.g. education code, legal decisions, district practices, educational research) for the purpose of analyzing potential implications, making recommendations and/or addressing a variety of other administrative needs.
    Recruits, selects, supervises and evaluates staff assigned to the programs, for the purpose of accomplishing program goals.

    Collaborates with District personnel, community groups and peers in other districts for the purpose of implementing and maintaining services and/or programs.

    Develops proposals and grants for the purpose of implementing new programs.

    Facilitates communication and coordination among instructional staff for the purpose of meeting curriculum guidelines and ensuring that state mandates are achieved.

    Develops budgets; monitors spending for the purpose of achieving program objectives efficiently. Must be able to manage a large and complex budget.
    Advises superintendent for the purpose of administrative functions.

    GENERAL PERFORMANCE REQUIREMENTS

    Maintain personal appearance and hygiene appropriate to the position as defined by the district.
    Meet applicable district physical ability/health and safety guidelines for the position.

    SUPERVISORY RESPONSIBILITIES

    The Executive Director of Curriculum and Instruction provides supervision and evaluation of all elementary administrators and all district instructional coaches.

    All district employees have some responsibility for supervising students and assisting in maintaining a safe environment.

    QUALIFICATIONS
    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.     Oregon Administrative License and Masters or Doctorate Degree required.
    Degree in either Education or Curriculum and Instruction preferred.
    Administrative experience required. Administrative experience at the building level preferred.
    Teaching at either the elementary or secondary level required.
    Effectively manage personnel, programs and fiscal resources.
    Analyze, synthesize and use educational research in decision-making.
    Use culturally relevant leadership practices to improve student achievement and staff functioning; communicate effectively orally and in writing.
    Implement creative solutions to complex problems.
    Knowledge of the AVID College Readiness System preferred.
    Knowledge and experience using Charlotte Danielson's Framework for Teaching Standards as a professional growth and evaluation tool.
    Ability to proficiently use the following programs: Google Suite, Excel, email internet applications, social media, and website(s).
    Demonstrated proficiency with word processing, spreadsheet and presentation software.

    Must be able to use District IT systems to perform routine tasks, such as:
    performance management assessments, accessing financial reports and managing school staffing and budget information.
    Competence with technology and data manipulation.
    Help those around them succeed at a high level.
    Provide direction to others and make independent judgments.
    Keep and maintain accurate records.
    Effectively manage multiple priorities and meet deadlines.

    Valid Driver's license and ability to maintain insurability under the District's vehicle insurance policy.
    Possession of CPR/First Aid certificate desirable.
    Bilingual English/Spanish skills desirable.

    Required Testing:
    Any offer of employment made by Hood River County School District to an external candidate is contingent upon satisfactory results of:

    Drug screening tests for any illegal drug or substance classified in Schedules I through V under the Federal Controlled Substances Act, 21 U.S.C.

    811 to 812.

    This includes, but is not limited to, marijuana, mind-altering substances or narcotic drugs such as hallucinogens, amphetamines, barbiturates, or any other illegal drug or controlled substance, except those federally recognized as legally prescribed by a physician and used as directed.

    The salary range listed below is based on the 2023/24 salary schedule for Cabinet-level Executive Directors. The 2024/25 salary range has not yet been finalized. It will not be less than $134,392 to $137,093 for a full 230 day contract.
