Job Description

Assists the Strategic Sourcing Manager and Sourcing Analyst, Sr. with providing support services related to the strategic sourcing of goods and services for the university community incorporating customers needs, organizational goals, and market conditions. The Sourcing Analyst may also perform low-to-mid level strategic sourcing of products or services under the supervision of the Strategic Sourcing Manager.

Working Environment

Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse; required to stand for varying lengths of time and walk moderate distances to perform work. Frequent bending, reaching, lifting, pushing and pulling up to 25 pounds. Regular activities require ability to quickly change priorities, which may include and/or are subject to resolution of conflicts. Ability to clearly communicate to perform essential functions.

Minimum Qualifications

Bachelors degree in business, supply chain management, procurement or other related field and one (1) year of supply chain or procurement experience, OR, five years of equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.

Desired Qualifications

Evidence of an MBA or MLS/MPA.
Demonstrated knowledge of the principles and practices of strategic sourcing and/or purchasing.
Demonstrated knowledge of purchasing related systems.
Demonstrated knowledge of procurement principles and practices
Demonstrated knowledge of best practices in sourcing a wide array of products and services.
Proficient with analytical, reporting and dash boarding tools.
Experience in PowerPoint and Excel.
Experience in collecting, organizing, synthesizing and analyzing data; summarizing findings.
Experience in designing presentation materials.
Expeerience in developing, building, understanding, and sustaining campus stakeholder relationships.
Experience in managing multiple projects simultaneously.
Experience in communicating both internally and externally across all management levels.

Essential Duties

Under the guidance of the Strategic Sourcing Manager, analyzes purchase history, market data, and in-process requests for products or services to identify low-to-mid level sourcing opportunities.
Supports the Strategic Sourcing Manager and Sourcing Analyst, Sr. to produce best-in-class bids that will result in cost savings and operational efficiencies.
Under the direction of the Strategic Sourcing Manager, performs detailed analysis of contracts, spend data, usage patterns, future demands, and benchmark data.
Facilitates the negotiation process under the guidance of the Strategic Sourcing Manager and in conjunction with the assigned Contract Specialist for low-to-mid level engagements.
Analyzes supplier proposals and formalizes summaries of key findings.
Facilitates formal activities related to competitive bidding events for low-to-mid level purchases.
Utilizes online competitive bidding technology where appropriate.
Drafts RFPs for low-to-mid level projects in collaboration with stakeholders before publication and subject to Sourcing Manager approval.
Understands data for business case development and decision-making.
Works with internal and external contacts to resolve problems.
Process low-to-mid level purchasing transactions according to state and federal statutes, policies established by the Arizona Board of Regents and institutional policies and procedures.
