    General Statement

    Under direction, assists in the field supervision and administration of the District's police force.

    Essential Job Functions

    Essential job functions are fundamental, core functions common to positions in a classification.   • Supervises Sergeants and Police Officers. Assigns, supervises, and reviews work including camera footage when required. Recommends hiring, transfer, suspension, promotion, or discharge. Recommends personnel orders.
  • Analyzes criminal activity by reviewing department incident reports. Reports findings and coordinates with other MWRD departments to plan and implement appropriate security activities.
  • Recommends special, personnel, and general orders to improve the overall efficiency of the department.
  • Conducts supervisory inspections of District facilities to ensure appropriateness of current security practices, to check for adherence to procedures, and to identify needed changes.
  • Creates a culture of positive attitudes and goodwill among personnel and strives for good public relations with various community agencies and citizens.
  • Supervises administrative activities. Coordinates and communicates directives. Schedules and manages allocation of manpower and vacation; oversees distribution and review of time sheets. Administers contracts for uniforms, vehicles, security equipment and services, working with vendors as required.
  • Serves in the absence of the Chief of Police.

  • Responds to major incidents. Participates in the preparation of emergency plans.
  • Conducts staff meetings. Approves training. Coordinates and communicates directives. Maintains liaison with other departments.
  • Participates in the development of the Police Section annual budget.
  • Performs other duties as assigned.
  • Environmental Conditions

    Some work is performed in a typical office environment and requires the use of standard office equipment, mobile phones, computers and cameras. Work is subject to video documentation and supervisory review. May also involve exposure to a variety of operating mechanical equipment and loud noise and/or noxious odors. May include working in all types of weather conditions throughout the plant facility and collection system.

    Desirable Knowledge, Skills and Abilities

  • Considerable knowledge of the principles and practices of plant security including theft prevention and control, traffic control, safety and first aid and emergency procedures.
  • Considerable knowledge of law enforcement procedures and regulations including arrest and court procedures, vehicle codes, and Illinois criminal code.
  • Considerable knowledge of supervisory practices including discipline, counseling, communication, scheduling and planning.
  • Considerable knowledge of the District's security regulations and safety and work rules.
  • Some knowledge of resources and jurisdictions of law enforcement agencies.
  • Ability to use required technology (mobile phones, computers, cameras) and provide guidance in its use to others.
  • Ability to plan and supervise the work of others in a manner conducive to full performance and high morale.
  • Ability to assist in planning, implementing, supervising, and evaluating a comprehensive program of security including administrative and operational aspects.
  • Ability to enforce laws, rules and regulations with firmness, tact, and impartiality.
  • Ability to communicate effectively, orally and in writing.
  • Ability to receive instruction in and successfully operate special radio equipment used in the Illinois State Police Emergency Radio Network, and computers for use in dedicated law enforcement data acquisition and retrieval systems.
  • Minimum Qualification Requirements

    Graduation from high school or GED equivalent and two years (60 semester hours of credit) at an accredited college or university, and five years of experience in law enforcement, or military police service. Possession of a valid driver's license.

    Substitution

    Additional experience as a sworn law enforcement officer or as a member of the military police may be substituted for the required education on a year-for-year basis to a maximum of two years.

    Promotional Requirement

  • One year of service with the District as a Police Sergeant.
  • Civil service status as a Police Sergeant.
