    Description

    MANAGEMENT CONSULTANT – Duties and Responsibilities:

    • Assist in addressing cost, resource, and location related best practices recommendations.
    • Assist with strategic planning efforts focused on Consular Affair's future facility requirements and building related needs.
    • Support sourcing meetings and facilitate meetings as needed.
    • Draft, develop, and review budget and strategic planning documents.
    • Support the CA/EX Director to develop communications with CA leadership and other external parties.
    • Play a substantial role in the development of CA's future site to include facility and/or building management.

    QUALIFICATIONS/SKILLS:

    • 15 years as a Subject Matter Expert or equivalent experience, previous experience with Department of State.
    • Must be a US citizen with a valid US passport and possess or obtain/maintain a TOP SECRET clearance.
    • Bachelor of Arts or Science (BA/BS) degree in an associated technical discipline or equivalent experience
    • Master of Arts / Science in Management or equivalent experience.
    • Knowledge of Consular Affairs (CA) leasing history and demonstrate capabilities to draft and deliver client ready analysis with thorough budget and ease of use justifications that prepare CA/EX to facilitate next steps with various intra-department level stakeholders.
    • Expert knowledge of building lease and purchase arrangements, to include working with Real Property Management (RPM) and General Services Administration (GSA) for federally mandated facility management and other building related maintenance requirements.
    • Demonstrated ability to conduct thorough analysis aimed to provide leadership with data to ensure informed decision making.
    • Demonstrated ability to draft business level, client ready, justifications, white papers, information memos, action memos, and budget cost analysis reports.
    • Knowledge of federal building administration methods and procedures.
    • Ability to lead building management, cost, and resource allocation related strategy.
    • Ability to analyze and solve problems.
    • Ability to gather data, compile information, prepare contract files, and prepare reports.
    • Ability to communicate effectively, both orally (English) and in writing (English).
    • Proficient with Microsoft Word, PowerPoint and Excel software programs.
    • Familiarity with Consular Affairs' leasing processes.
