Job Summary:
This position performs complex supervisory, and administrative work in overseeing and coordinating the areas of Planning & Zoning, Land Development and Building, Permitting, Inspections and Code Enforcement.
Major Duties:
Evaluate programs, services and formulates short and long-term plans to meet the growth and development needs of the city;
Evaluate programs and services that plan for the City's needs in areas of housing, transportation, environmental protection, and revitalization;
Review and recommend applications and development proposals for compliance with zoning, adopted city plans, and developmental regulations;
Provide staff support to Planning Commission, Board of Zoning Appeals, and the Historic Preservation Committee;
Consult/advise developers, contractors, members of the general public, various organizations and agencies, elected officials and attorneys on planning issues related to planning and development functions;
Effectively and efficiently coordinate with Carroll and Douglas Counties, and/or city consultants that assist with land development reviews, building plan reviews, and city inspections;
Coordinates design, construction, inspection, and maintenance activities for a variety of projects;
Develop annual budget requests; monitor and authorize expenditures within approved budgetary constraints;
Assigns schedules; establishes priorities; allocates personnel, equipment, and other resources;
Identifies and responds to community issues, concerns and needs;
Prepares zoning agenda and ensures notice of public hearing deadlines, advertising, sign posting, and other requirements are met;
Assists in development of zoning and planning policies, regulations, and procedures for consideration and adoption by the Mayor and City Council
Performs other related duties as assigned.
Knowledge and Skills Required by Position:
Knowledge of City and State planning, zoning, and development laws, policies and practices;
Ability to effectively interpret State statutes and local regulations and ordinances.
Skills to analyze programs, policies and operational needs;
Knowledge of construction practices and design principles;
Knowledge of GIS software;
Knowledge of principles and procedures of facility maintenance;
Knowledge of municipal budget preparation and administration;
Skills in supervision, training and performance evaluations;
Knowledge of current Human Relation and employee labor law issues;
Ability to communicate clearly and concisely, both orally and in writing;
Ability to establish and maintain effective working relationships with those contacted in the course of work;
Knowledge of all safety rules and regulations of the department to which assigned.
Supervisory Controls:
Work is performed based on policy directives of the City Manager.
Supervisory and Management Responsibility:
This position supervises the Community Development, Planning & Zoning, Permitting, Building Inspections and Code Enforcement functions of the City.
Guidelines:
Guidelines include City codes, departmental and safety policies andprocedures, and supervisory instructions. These guidelines are clear and specific, but may require some interpretation in application.
Personal Contacts:
Contacts are typically with co-workers, elected officials, developers, builders, contractors, business owners, and other customers.
Purpose of Contacts:
Contacts are typically accessed to exchange information and provide services.
Physical Demands:
The work is typically performed with the employee intermittently sitting, standing, walking, and bending, crouching or stooping.
Work Environment:
The work is typically performed indoors at a desk. On occasion the employee may be exposed to outdoor environments such as construction sites. This work may require the use of protective devises such as construction hats and boots.
Minimum Qualifications:
Bachelors degree in urban planning, engineering, public administration, or a closely related field and a minimum of five (5) to seven (7) years of experience in planning, zoning and community development in the public or private sector, to include two (2) years of supervisory experience; or equivalent combination of education and experience.
Preferred Qualifications, but not required:
American Institute of Certified Planners (AICP)
Certification with Building Officials Association of Georgia (BOAG)
Annual Salary:
$85,000
