    Finance Specialist lll


    SUPERVISOR:
    Manager


    STATUS:
    Non- Exempt


    SUMMARY:

    The Finance Specialist lll will be responsible for reviewing and analyzing Housing Assistance Payments (HAP) for residents under NMA's property listings.

    The Specialist lll will proactively seek to resolve potential errors and duplicate payments. These findings will be communicated to the Operations Department to increase the accuracy of reporting and HAP disbursements.

    The Financial Specialist lll will also be responsible for preparing data analysis, documenting processes and procedures as well as developing reports and presentations.


    SUPERVISION RECEIVED AND EXERCISED:
    Financial Specialist lll operates under the direct, general supervision of the Finance Coordinator.

    The Finance Specialist lll exercises no supervision over other employees but may act on behalf of or in the absence of the team supervisor.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Review, analyze, and audit HAP and URP payments
    • Review manual adjustment requests for accuracy and approve where required
    • Develop a working understanding of the system of record and various other systems in order to audit and identify potential errors and duplicate payments
    • Develop a working relationship with the Operations Department's Teams to assist in the resolution of issues with ledger reporting and account interpretation
    • Develop and maintain a variety of reports using information gathered from multiple sources
    • Document and update program policies, procedures and workflows
    • Critically evaluate information gathered from multiple sources
    • Explain reports and recommendations to multiple audiences
    • Support management team in developing strategies for improvement
    • Manage the Vendor Set up process working with CHA partners in the process
    • Manage and maintenance JPMorgan Chase URP debit cards for participants as requested from staff
    • Manage special projects
    • Provide excellent customer service to participants, landlords, co-workers, clients and vendors
    • Conduct all job functions in alignment with the Housing Authority's Administrative Plan, HUD regulations and other state and local requirements.
    • Obtain certification in Housing Choice Voucher Specialist within 120 days of employment
    • Ensure regular attendance and punctuality
    • Perform other duties as assigned

    QUALIFICATIONS:

    • A four-year degree from a regionally accredited institution (i.e. Bachelor of Science) in Finance, Accounting, Economics or a related field.
    • Excellent spreadsheet and database skills (Microsoft Excel) as well as strong general computer skills with the Microsoft Office Suite including e-mail. Strong in Internet base research techniques.
    • Excellent interpersonal and written/verbal communication skills. Demonstrated ability to articulate financial/administrative policies and guidelines effectively and with tact.
    • Strong service orientation and ability to foster positive, collaborative work relationships within NMA and the Housing Authorities.
    • Excellent attention to detail, judgment, analytical and problem-solving skills
    • Flexible and able to work both independently with little direction/supervision and as part of a team.
    • Be able to work well and with a high degree of accuracy in a busy office environment with frequent interruptions and changing priorities
