    CountyNew YorkMinimum QualificationsNY HELPS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment without an exam, but candidates must meet the non-competitive minimum qualifications. Currently, OTDA may hire employees on a temporary basis. In June 2024, temporary employees performing well may transition to permanent non-competitive roles under certain conditions. Employees under NY HELPS may eventually move to competitive status without further exams, receiving the same benefits as other NY State employees.

    NON-COMPETITIVE QUALIFICATIONS:Hearing Officer 1 (SG-25): 12 months as an Assistant Hearing Officer or Admission to the NYS Bar and 24 months subsequent legal experience. Assistant Attorney 1 (NS equated to SG-18): Law school graduation and/or eligibility for NYS Bar Admission. Assistant Attorney 2 (NS equated to SG-20): Admission to NYS Bar. Assistant Hearing Officer (NS equated to SG-22): 12 months as an Assistant Attorney 2 or Admission to the NYS Bar and 12 months subsequent legal experience.

    Competitive Qualifications:Eligible for lateral transfer or transfer under Civil Service Law Section 52.6 after having one year of competitive service. Specific qualifications may be required for certain titles.

    Desired Competencies:The Office of Administrative Hearings (OAH) is seeking exceptional candidates for positions statewide. They value decision-makers who are fair, impartial, and dedicated. OAH encourages applications from individuals even if they do not meet 100% of the desired competencies. Ideal candidates are passionate, polite, patient, have a strong academic background, and can manage a fast-paced workload. Skills in oral advocacy, writing, and familiarity with social service programs are beneficial. Hearing Officers at OAH produce well-prepared decisions and engage in continuous training to excel in their roles. Successful candidates are advised to research OTDA and OAH thoroughly before applying.

    Duties Description:Hearing Officers function as Administrative Law Judges overseeing impartial hearings for social services programs administered by OTDA and other agencies. Responsibilities include conducting fair hearings for program determinations, reviewing hearing requests, ensuring due process, maintaining impartiality, and drafting decisions. They handle legal information, assess credibility, and apply laws to make informed decisions. Hearing Officers may also contribute to policy reviews and legal research.

    Additional Comments:Full-time permanent or temporary positions are available. Hearing Officers may need to travel for hearings and could qualify for legal traineeships. Adherence to ethical standards is vital for all OTDA employees.
