- Develop and maintain effective grant administration throughout the full grant lifecycle: pre-award, award, post-award, and closeout phases.
- Assist in oversight of department level program staff proposal submissions and negotiations of terms and conditions for incoming awards and outgoing subawards.
- Track and maintain files for all grant activities including proposals, awards, amendments, compliance documents and other communications available.
- Act as subject matter expert on all things affecting grants and contracts; with a primary focus on federally sponsored agreements.
- Submit appropriate representations and certifications to the federal government.
- Support the timely reporting of grant and contract deliverables, submission of final reports to sponsors, and timely award closeout.
- Support monitoring of budget versus actuals, ensuring allowability of costs charged to grants.
- Manage all administrative functions required to maintain federal compliance-with a focus on non-financial items (e.g.: subrecipient monitoring-determine risk levels and appropriate oversight, FFATA reporting, Conflict of Interest review, report and management of any conflict of interest found).
- Work with legal counsel to identify and enforce specific federal requirements (e.g.: SAM checks, competitive bidding).
- Design and update award specific institutional forms to capture all required information to obtain and follow specific policy issues, as required by the awarding federal agency.
- Create and sustain manuals and policy and procedure documents as needed to flow down information and guidance on grants management consistently over time and individuals.
- Responsible for the daily activities of all aspects of grants compliance including application development, finalizing award documents, grant reporting, communicating with funders on scope of work and/or budget revisions, subrecipient management, assisting legal counsel with procurement policies and procedures, and any other grants compliance activities.
- Requires thorough knowledge of compliance with federal and non-federal grant awards.
- Success is frequently measured by metrics associated with completing grants related projects or initiatives and demonstrating defined organizational work environment behavior.
- The selection and interpretation of guidelines involves choosing from alternatives where all are correct, but one is better than another depending on the given circumstances.
- May contribute to budgetary goals through proper administration of projects/activities.
- Identifies novel and complex problems and issues. Designs and implements solutions with management approval. Designs are likely to include alternatives.

- Relationships span levels internally and externally and center on partnering with clients/customers and organizational partners.
- Uses diplomatic skills to obtain trust and cooperation to resolve issues and/or non-routine matters, manage projects, or achieve appropriate solutions.
- Likely to represent the organization as a liaison to APA governance and other external coalitions and audiences with feedback provided to management.
- Demonstrates a general knowledge of Finance department's processes, relationships, and responsibilities as well as the interactions within the organization.

- Bachelor's Degree in a related field
- Five to seven years of grant management experience, preferably research grants administration
- Knowledge and understanding of federal government grant regulations (e.g. 2 CFR Part 200)
- Strong budget development and management skills.
- Strong written communication skills
- Experience in mental health programs a plus
- Strong skills in using Excel, grant management applications, and database management applications.
- Experience managing awards from National Institutes of Health and Substance Abuse and Mental Health Administration under Department of Health and Human Services a plus.
- Must have strong organizational skills, attention to detail, deadline-oriented, ability to handle projects simultaneously and work well with others.

POSITION SUMMARY
The Grants Compliance Manager will be responsible for oversight of compliance for federal and non-federal grant awards. The person will closely work with and ensure that program managers are managing grant activities, budget and subrecipients, following appropriate compliance requirements and procurement protocols, and filing the required periodic reports. Additionally, the incumbent will assist departments in writing and filing of grant applications. This position acts as a liaison between Finance and other departments for any items related to grants and must have in-depth knowledge and working experience with government grant and contract regulations. A wide degree of independence and exercise of judgment is required.
