    Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Civil Engineer.

    Duty Location:

    Sacramento, California Responsibilities Serves as a Project Manager responsible for leading project teams and serving as an agency representative in executing design and constructing projects from the planning phase through design and construction to project transfer and close out.


    • Initiates project planning involving customers, program managers, other offices, agencies and stakeholders in developing a clear concise scope, measure of success, project goal, objectives and deliverables.
    • Develops overall major phases and milestones, dates for the project milestones and overall total project budget.
    • Directs and manages the execution of the requirements in the project management plan to complete the work for planning, design and construction of projects and accomplishes project objectives, goals and deliverables.
    • Monitors ongoing project(s)/phase(s) against the project management plan and performance baselines such as budget, scope, schedule, and quality standards.
    • Executes the change control plan and integrates the results into the ongoing project(s)/phase activities.
    Verifies project is staying within the scope of the project, objectives are met and the completed construction is accepted and transferred timely.
    • Monitors, revises as necessary to get buy in to the final version, and executes the project or major phase close out process.
    • Develops and distributes final project/phase project summary.

    Interagency Career Transition Assistance Plan (ICTAP) Qualifications Basic Education Requirement:
    (A) a bachelor's degree in Engineering that included courses accredited by the Accreditation Board for Engineering (ABET); OR included differential & integral calculus AND courses in 5 of the following 7 areas of engineering science or physics: (1) statics/dynamics; (2) strength of materials; (3) fluid mechanics/hydraulics; (4) thermodynamics; (5) electrical fields/circuits; (6) nature & properties of materials; or (7) optics, heat transfer, soil mechanics or electronics. OR (B) a combination of education & experience including engineering coursework in physical & mathematical science & experience in one of the branches of engineering, AND one of the following: (1) a current professional engineer registration; (2) passed the Engineer-in
    • Training (EIT) exam or similar examination; (3) completed 60 semester hours of coursework specified in A above; (4) completed bachelor's degree in a related field AND have 1 year or more of professional engineering experience.
    To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience in civil engineering applying project management concepts, methods and techniques in the development, coordination and execution of comprehensive project management plans (PMP) for complex large water resources civil engineering projects. Such experience includes developing Project Management Plans and using such plans to lead and direct others in the accomplishment of project activities; monitoring and controlling project progress to meet project scope, budget and schedules; coordinating and integrating project tasks and documents through various project phases (e.g., planning, design, construction, project closeout); representing the project at internal and external meetings; and solving administrative and engineering problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 05/13/2024. Education This position does not allow substituting education for experience. This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position. You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.


    Accreditation:

    Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.

    Foreign Education:

    To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S.
