    Job Summary:


    The City of Greeley's Department of Economic Development and Urban Revitalization is seeking an Economic Development Manager for the Division of Development and Redevelopment.

    Greely is a growing community of over 115,000 people with substantial resources to facilitate future growth and new development, however, it is also a 150-year-old community with a rich history and unique redevelopment opportunities including sites in the historic downtown.

    The Department takes a proactive approach toward customer service, business retention, business attraction, workforce development, urban revitalization, and business advocacy.

    The Department also administers the activities of the Greeley Urban Renewal Authority (GURA), including work in four urban renewal areas.

    With creativity, critical thinking, and open communication, Economic Development staff are passionate about promoting growth, development, and redevelopment that achieves community goals and improves residents' quality of life.


    This Economic Development Manager for Development and Redevelopment reports to, and works closely with, the Department's Deputy Director and Director.

    A major focus of this position is redevelopment and adaptive reuse projects, prioritization of infrastructure needs, development of strong relationships with developers and property owners, and facilitation of economic development projects through the City's review processes.

    In addition, this position works closely with the Real Estate Division on coordination of the citywide inventory of developable property and is responsible for the marketing and negotiations of these assets to their highest and best use for the community.

    The responsibilities also require frequent interaction with executive leadership, senior management of other City departments, the County Attorney's Office, and elected officials.

    Skills:
    Minimum Requirements


    • Bachelor's degree from an accredited four-year college/university in economics, business, finance, planning, engineering, architecture, public policy, or related field.
    • Five (5) years of experience in real estate development or closely related discipline.
    • A combination of education and experience may be substituted at the discretion of the hiring authority if it provides the necessary knowledge, skills, and abilities outlined in the following section.
    Preferred


    • Eight (8)+ years of experience in real estate development
    • Master's degree from an accredited college or university in real estate, business administration, or closely related field.
    • Licensed architect (AIA) or Professional Engineer (PE) may be substituted for two (2) years of direct real estate experience.
    Knowledge, Skills, and Abilities


    Knowledge:

    • Expert knowledge in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) required; proficient with ArcMap/GIS mapping.
    • Experience with standard office methods, procedures, and equipment, including purchasing processes, document management, and vendor contracts related to consultant services.

    Skills:

    • Excellent organizational and time management skills with the ability to handle multiple projects with varying and shifting priorities.
    • Excellent communication skills - both written and oral - including proper use of grammar, punctuation, and spelling.
    • Excellent negotiation and project management skills.
    • Ability to understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
    • Represent the department and the City in a positive and professional manner.

    Abilities:

    • Ability to read, interpret, and understand site plans, architectural plans, construction documents, environmental phase I & II reports, and geotechnical reports.
    • Strong understanding of real estate development principles and practices.
    • Develop and maintain ongoing external relationships involving difficult formal negotiations, which require a well-developed sense of timing, strategy and may involve detailed explanation and interpretation of policies, rules, and regulations.
    • Manage sensitive relationships, confidential information, and complex situations using considerable tact, discretion, and persuasion in obtaining the cooperation of others.
    • Utilize a high degree of analytic ability and inductive thinking to devise new, innovative approaches to challenging problems.
    • Exercise sound independent judgement to evaluate new approaches to problem solving and to assess changing facts or conditions.
    • Develop policies, procedures, and best practices that demonstrate exceptional customer service and stewardship of City resources.
    • Supervise staff reviews of development applications and represent the department on land use processes.
    • Handle contentious issues in a timely manner that reflects and supports City management philosophy and decisions.

    Essential Functions:

    • Work with internal and external stakeholders pursuing opportunities for revitalization, redevelopment, and development throughout the city in support of City Council's Strategic Plan.
    • Serve as staff resource for administration of the Greeley Urban Renewal Authority (GURA).
    • Meet with developers, consultants, architects, citizens, and other community and regional officials to negotiate and coordinate development and redevelopment plans.
    • Assess development opportunities, solicit interest, evaluate project feasibility, identify potential development resources, draft and recommend development strategies, identify appropriate role for the City or GURA, and facilitate project implementation.
    • Maintain and promote departmental relations, as well as public outreach and engagement for redevelopment activities.
    • Work with the Department Director and Deputy Director, property owners, business owners, developers and internal staff and others to craft and implement redevelopment strategies to encourage private sector investment in the city's most challenged and underutilized areas.
    • Work closely with other departments and staff on the planning and development of subareas of the city and work closely with private interests on development activities of key properties.
    • Collaborate with interdepartmental teams on short- and long-term planning for the City's real estate asset needs.
    • Develop policies, procedures, and processes for the Division's functions in compliance with City standards and Colorado statutes.
    • Identify opportunities for process improvements for management of City-owned assets.
    • Develop appropriate key performance metrics and indicators for the Division and track for internal and external reporting purposes.
    • Prepare City Council agenda items and make presentations to City Council as directed.
    • Forecast resource needs to ensure accurate and accountable capital budgets.
    • Manage the activities of Division staff and direct contractors.

    Work Environment and Physical Requirements:

    • Communication skills sufficient to hear and convey information via telephone and in person.
    • Operate a vehicle and standard office equipment.
    • Vision enough to interpret computer screens and documents to complete work assignments; specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
    • Manual dexterity enough to accurately input, retrieve, and verify work assignments; employee is regularly required to use hands to finger, handle, or feel and reach with hands and arms.
    • Duties may occasionally require light to moderate physical effort that includes stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds; maintaining hands and arms in the same position for repetitive tasks and frequently working with light objects and light hand tools.
    • Extensive work is performed on a computer with repetitive data entry; work is primarily performed at a desk.
