    Description


    Summary The Associate Chief of Pharmacy for Clinical Services & Education must be a licensed pharmacist and is accountable to the Chief, Pharmacy Service as their assistant for providing leadership, direction, organization, planning, and implementation of pharmacy programs.

    The duty station is the Jamaica Plain Campus of VA Boston, but travel to the West Roxbury and Brockton Campuses as well as CBOC locations will be required.

    • Pharmacy: The Associate Chief develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies.
    The Associate Chief is responsible for pharmacy utilization of resources and budget and is responsible for supervision, management, and coordination of all clinical pharmacy programs in the ambulatory, acute/inpatient, psychiatric or long-term care settings within the Pharmacy Service.

    Responsibilities include the management and/ or oversight of multiples programs, including but not limited to Primary Care PACT, Anticoagulation, Home Based Primary Care, Research Program, Inpatient or Specialty clinical programs, Pharmacy Residency, and student training programs.

    The Associate Chief may be assigned to clinical coverage or operational/distributive duties as needed at any campus to meet the needs of Pharmacy Service and the Medical Center.

    Functions and Scope of Practice are in the following areas:
    Administration/Supervision, Clinical, Education and Staff Development, Quality Assurance/Quality Improvement.

    Duties and responsibilities include but are not limited to:
    Shares the responsibility for ensuring compliance with a wide variety of regulatory requirements.

    Ensures that the Medical Center and Pharmacy Division policies and procedures related to Clinical Pharmacy are reviewed and/or revised in a timely manner before expiration or as changes occur.

    Plans, directs, manages, monitors, evaluates, enhances, and promoted Clinical Pharmacy Services provided by the Pharmacy Division.

    Establishes section goals and objectives consistent with the department and medical center goals and develops operations plans and polices to achieve them.

    Promotes the rational and safe use of medication by providing unbiased drug information, drug monitoring, usage evaluations services, and drug consultations.

    Counsels' patients on the proper use and expected outcomes of medications and provides expertise in drug interactions and incompatibilities with physicians, nurses, and patients Advises medical staff and other health care professionals on formulary drug availability, dosage, common adverse effects, and considerations in therapy.

    Provides training to employees on High Reliability Organization (HRO), Quality Improvement (QI), Lean, Leadership trainings, and assists in ensuring all required training for staff (TMS, division training, etc.) is completed in time.

    Develops measures and documents to assess the competency and training need of clinical pharmacy staff including overseeing the professional practice evaluation for clinical pharmacy practitioners with a scope of practice.

    Reviews medication error reports, incident reports, Patient Safety JSPRs, Patient Advocate reports, HRO SBARs and/ or other reports of "system failure" with clinical or operational pharmacy staff.

    Works with staff to implement process changes to reduce medication errors that are most reported.

    ENGLISH LANGUAGE PROFICIENCY:

    BASIC EDUCATION REQUIREMENT:

    Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.

    D.) degree.

    OR Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).


    LICENSURE REQUIREMENT:

    Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.


    Grade Determinations:
    GS-14

    Associate Service Chief:
    Experience: One (1) year of experience or equivalent to the next lower grade (GS-13).

    In addition to the experience listed above candidates should be able to demonstrate the following Knowledge, Skills, and Abilities (KSAs): 1.

    Ability to negotiate to influence clinical and management decisions. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize, and direct the functions of the pharmacy staff. 7. Skill in persuading others and gaining cooperation to accomplish goals. Additionally, candidates should be able to demonstrate KSAs at the full performance level (GS-12): 1. Knowledge of professional pharmacy practice. 2. Ability to communicate orally and in writing to both patients and health care staff. 3.

    Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.

    Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters Assignments.

    Candidates at this grade level are to be in one of the assignments listed below.

    For all assignments above the full performance level the higher-level duties must consist of significate scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level to be performed by the incumbent at least 25% of the time.

    Associate Service Chief/Associate CMOP Director. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief.

    Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies.

    Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential.


    Preferred Experience:
    PGY1 residency or equivalent clinical experience; prior management experience preferred

    Physical Requirements:

    Principle duties of this position requires moderate lifting, waling, reaching above head, bending, stooping, standing, kneeling, pushing, pulling, lifting/carrying of items and coordination for rapid mental and muscular coordination simultaneously.

    An ability to perform tasks requiring rapid mental and muscular coordination functions simultaneously is necessary. Must be able to wear personal protective equipment, including respirators while on duty. Must be physically capable of operating various types of equipment used for the job.
