    General Summary:
    Guides and leads Department Directors, Managers, and Supervisors with recruitment and staffing needs. Plans, organizes, and coordinates sourcing activities for assigned departments. Uses a variety of sourcing channels to recruit new employees to Bayhealth Medical Center. Facilitates and manages the candidate screening process through use of automated screening tools and personal interviews. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Requires a wide degree of creativity and latitude. Acts as a mentor for Talent Acquisition team.


    Responsibilities:

    • Interacts and consults with hiring managers in the planning, approval, and implementation of staffing projections, recruitment strategies, posting/advertising, screening, and applicant pool development; assists with and facilitates the design of recruitment plans. Researches the market and propose timelines for the recruitment process.
    • Coaches and mentors junior level recruiters.
    • Acts as a specialist on complex technical and business matters regarding recruitment and talent acquisition workstream.
    • Designs and places advertisements in local newspapers, professional publications, online recruitment platforms, online professional associations, and other relevant medium to assure a large and diverse applicant pool.
    • Manages the interview, assessment, and shortlisting processes. Leads process by engaging with candidates for select clinical and non-clinical positions. Thoroughly reviews candidate application and verifies minimum qualifications, set forth by job description, are met. Conducts screening interview, both telephonic and in-person. Administers job relevant testing as required and analyzes results. Holds expertise in interviewing, assessment, and selection processes.
    • Makes formal offers of hire after receiving affirmative response from hiring authority. Works with compensation team to establish initial salary placement for employees. Advises prospective employees about available benefits; facilitates completion of all administrative processing post-offer.
    • Provides direction, offers recruitment best practice advice, and trains recruiting team members (applicant tracking/HRIS, recruitment processes, hiring guidelines, state requirements, etc.). May provide input and feedback on Talent Acquisition team performance for performance reviews.
    • Leads organizational recruiting efforts by following established organizational recruiting and on-boarding processes. Aligns recruitment efforts with Bayhealth's mission, vision and Standards of Behavior.
    • Partners with contract agencies to provide temporary staffing to departments. May initiate in search and evaluation of new vendors.
    • Recruitment of complex positions, to include mid-levels and management positions.
    • Compiles, monitors, and tracks recruitment statistics providing yield ratios for each form of sourcing; e.g., internet, print, and broadcast. Determines sourcing market trends and recommends sourcing strategies for hard to fill positions. Tracks monthly individual metrics (hires, interviews, current openings, aging, turnover by department, etc.)
    • Leads small group presentations, including policy overview at general orientation, peer interviewing, applicant tracking system training, and resume writing.
    • Conducts follow-up interviews with new employees, in order to determine effectiveness of orientation, mentoring needs, and organizational acclimation.
    • Partners with department managers on staffing needs and strategies. Rounds with clinical and non-clinical managers prescriptively. Assist managers in the development of job descriptions.
    • Plans, organizes, and coordinates recruitment activities to include open houses, visits to local college and high school campuses, conducting targeted mailings, and participation in select job fairs.
    • Enhances professional growth and development through participation in educational programs, current literature, in service meetings, and workshops. Pursues and/or maintains professional credentials.
    • Acts as an alternate source of recruitment direction to the recruiting teams & hiring managers in the absence of the Recruitment Director and/or CHRO.
    • All other duties as assigned within the scope and range of job responsibilities.

    Required Education, Credential(s) and
    Experience:


    Education:
    Bachelor DegreeHuman Resources;Five (5) years of related Human Resources or Talent Acquisition experience in lieu of degree.

    Experience:

    Seven (7) years high volume recruiting/talent acquisition experience, of which three (3) years must be in healthcare. Must be knowledgeable of the various talent pools available in this region.

    Experience:

    Ten (10) years recruitment experience in a healthcare institution. Two (2) years' experience in a recruiting lead role in healthcare.
