    Description

    Manage all bank accounts under RHF control (over 900 bank accounts in close to 200 legal entities), bank signature cards and banker relationships. Oversee processing among corporate concentration accounts and various individual property bank accounts. Responsible for integrity of the Treasury software system and reconciliation with the Oracle ERP system. Maintain compliance with the Corporate Investment Policy, including recommending changes as necessary to the RHF Finance Committee annually. Regularly reports to the Board of Directors and seeks approvals as necessary on various financing activities including the use of any derivatives or hedging strategies to mitigate risk. Manage overall banking costs through occasional Requests for Proposals for banking services.

    TYPICAL DUTIES AND RESPONSIBILIES

    • Coordinate with the Senior Cash Manager, the daily planning, concentration, transfer and management of facility and corporate cash. Review and approve Wire/ACH transfers and ensure corporate cash resources are adequately protected. Ensure that all terms and conditions are met to conform to HUD regulations, debt covenants, etc. Initiate or approve Oracle ACH's as needed and forward them to the bank to be processed.
    • Backup to assist the Treasury Analyst II or Corporate Financial Analyst to make sure bank activities are recorded and cleared off Oracle ledgers in a timely manner. This includes overseeing payroll's bank activities, processing and coding deposits in Oracle and many other miscellaneous transactions that occur in RHF, FPM, RHF HUD, RHF Market Rate, RHF Security Deposit, RHF Payroll account, and RHF Charitable Foundation accounts. Oracle processes continue to improve, but these activities require time and attention almost daily to keep Oracle updated.
    • Assist the Development and Operations Departments regarding interim and permanent financing required for new projects and for the refinancing of existing facilities. Maintain regular contact with representatives of bank real estate departments, mortgage loan brokers and other financial institutions who may provide project financing. Review and mark up financing documents. Gain familiarity with HUD financing programs and Low-Income Housing Tax programs (LIHTC's).
    • Manage banking costs by reviewing account analysis statements. Maintain relationships with RHF's commercial bankers, trust companies, etc. Keep up with best business practices, review and recommend implementation of banking systems and processes to gain efficiency and reduce manual processes. Work with bank contacts to solve problems that arise in daily operations. Administrator role for various financial institution websites along with the Senior Cash Manager and CIO.
    • Work with the CIO, CFO and Controller to learn about RHF's various reserves and investments along with GAAP recordkeeping requirements. Oversee a training program for the Senior Cash Manager and Treasury Analyst II. Ensure that the positions are sufficiently documented and supported by cross-training or back-up staff.
    • Coordinate with the Budget Department regarding annual Corporate and RHF, RHFFI and Charitable Foundation budgets. Ensure cash forecasts are completed and that sufficient cash resources are available to support RHF and others' operational and development requirements.
    • Insure timely and accurate submission of financial and other required performance data to appropriate parties under provisions of financial covenants contained within bond indentures, loan agreements and other related documents. This includes ongoing Know-Your-Client (KYC) and other requests from banks.
    • Ongoing research to be aware of changing market conditions so that banking and investment strategies can capitalize on opportunities all while maintaining safety as outlined in the Investment and Liquidity policies. Monitor the yield, and other economic news.
    • Attend and make presentations during Board meetings as needed, as well as the Finance Committee and/or Investment Committee as they occur.

    Range of pay annually: $150,000 - $180.000

    Qualifications Education Preferred

    Bachelors or better.

    Experience Preferred

    B.S. Degree in Accounting or Finance is required; an MBA is desirable.

    Excellent communication skills, both written and verbal, are a requirement. Good interpersonal and managerial skills are vital.

    California Real Estate License or Broker is desirable.

    Certified Treasury Professional designation or comparable experience is desirable.

    Oracle Cloud or other similar ERP accounting software experience is highly preferred.

    Experience with online banking systems in a corporate setting. Proficiency with MS Office products, especially Excel, is required.

    Corporate budgeting or financial planning experience is required. Real estate industry experience is preferable.

    Experience as a Cash Manager or Analyst in a Treasury setting is highly preferred as is general investment knowledge in a corporate setting. Fixed income investment knowledge is desirable.
