Summary:
Directs all activities and functions within the Transportation and Custodial/Maintenance Departments and ensures compliance with all applicable federal and state requirements.
Qualifications:
Bachelor's degree in administration, project management, or a field related to organizing and leading a program of maintaining facilities preferred
Minimum of 5 years of facilities/project management experience preferred
MASMS Facility Manager Certification, or agreement to obtain within 2 years
Moderate experience operating automotive equipment and mechanical work, or an equivalent combination of education and experience preferred
Knowledge of school transportation principles, practices, and procedures preferred
Knowledge of local, state, and federal regulations regarding the maintenance of buildings and equipment, health and safety regulations preferred
Excellent leadership and organizational skills
Effective oral and written communication skills
Minimum of 3 years of experience in personnel management including interviewing, hiring, and performance management preferred
Ability to plan, organize, and direct the work of others
Establish and maintain effective working relationships with associates and the general public.
Specific Job Responsibilities:
To perform this job successfully, an individual must be able to perform each of the following responsibilities:
Facilities:
Lead, organize, manage, and supervise all maintenance and custodial operations of the district in compliance with all applicable federal, state, and local laws and regulations, and Board of Education policies and procedures.
Conducts regular inspections and ensures the operational efficiency of all building equipment, such as heating, ventilating, lighting, etc., and makes recommendations to the Superintendent for improvements needed.
Plans and conducts capital outlay budget planning and advises the Superintendent on the long-term care needs for facilities and grounds.
Develops and implements the Long Term Facility Maintenance Plan and Budget.
Manages Capital Assets, input, and reporting within the finance platform, and maintains asset management systems.
Ensures compliance with and maintains an up-to-date working knowledge of federal, state, and municipal codes regarding buildings, grounds, and safety.
Performs all required supervisory functions for custodial employees including, but not limited to, hiring, coaching, direction, performance reviews, corrective actions, delegation of duties, scheduling, training, timecards, termination, etc.
Oversees all buildings and grounds projects, and related RFP/bid process, supervises and inspects the work to ensure compliance with specifications, all regulations, and budget restraints, and recommends payment upon successful completion of the work.
Ensures compliance with health and safety regulations, and works with Human Resources to investigate and reduce the number of workplace accidents and injuries.
Transportation:
Administers standard operating procedures within the Transportation Department in accordance with Federal, state, and local regulations, including Board Policies.
Develops and administers a transportation program to meet the requirements of the instructional programming, including field trips, etc., and extracurricular activities.
Maintains all district-owned vehicular equipment and develops, implements, and oversees the maintenance program for such equipment to ensure District vehicles are maintained in a safe and effective operating condition.
Recommends procurement of materials, supplies, and equipment for the Transportation Department.
Develops recommendations for new purchases and replacement of buses and district vehicles based on existing and projected requirements.
Works closely and communicates effectively with school officials to ensure effective, efficient, and responsive transportation support.
Works effectively with parents and the community to resolve transportation concerns.
Performs personnel functions (e.g. recruiting, hiring, interviewing, evaluating, supervising, coaching, corrective actions, etc.) for the purpose of maintaining adequate staffing, enhancing productivity, and achieving department objectives within budget.
Ensures that bus drivers are properly trained, have all necessary driving licenses, and that driving records are maintained and monitored.
