    Salary range:
    $75,000-$85,000 annually, DOQ BMAC is hiring for an exceptional individual to join our Homeless Services Team as Program Director, reporting to the CEO. BMAC seeks to end homelessness for youth, adults, and families in our region; leads our county's Coordinated Entry program; and helps neighbors stay housed through eviction prevention programs. This full-time position is an opportunity to direct the implementation, operation, and evaluation of a range of grants and programs to address and prevent homelessness based on a Housing First model using trauma-informed approaches. Candidates should be detail-oriented, quick learners, strong collaborators, systems thinkers, team motivators, and have experience working with vulnerable populations.     Retirement Plan:

    Paid Time Off (PTO):

    Employees begin accruing PTO the first day of employment as detailed below Employees with 0-5 Years of Service = accrue 0.075 hours per hour worked Employees with 5+ Years of Service = accrue hours per hour worked Employees with 10+ Years of Service = accrue 0.

    JOB SUMMARY:

    The Homeless Services Director is a key member of the BMAC management team, planning, organizing, promoting, and managing all operations of assigned programs to meet the needs of communities in BMAC's service area.

    This position provides leadership, direction, and the development of short- and long-range plans for homeless service programs, ensuring timely and effective information gathering to interpret and prepare data for studies and the appropriate completion of reports and recommendations while also ensuring the coordination of BMAC programs with other departments and governmental agencies, and local community agencies.

    The director will provide entrepreneurial leadership for the development of Foundational Community Supports (FCS) and oversight, including both guidance and hands-on support, for grants related to youth, adult, and family housing programs.

    In addition, the Homeless Services Director will supervise the performance of program staff, regularly monitor and address budgetary concerns, and advise staff on best practices in the delivery of services to BMAC clients.

    This position develops and maintains strong relationships with community partners and other BMAC program directors to maximize the effectiveness of program activities.


    OVERVIEW OF RESPONSIBILITIES:

    Includes, but is not limited to: Program Administration Accountable for achieving homeless services goals within budgeted funds and available personnel.

    Provides leadership, direction and development of short- and long-range plans; gathers, interprets and prepares data for studies, reports and recommendations; coordinates programs with other departments and governmental agencies, and local community agencies.

    Plans and organizes workloads and staff assignments, reviews progress, directs changes in priorities and schedules as needed to ensure work is performed in a timely and efficient manner according to appropriate guidelines, procedures, and regulations.

    Directs programs' financial well-being by researching funding sources, developing and writing proposals, performing cost-control activities, and monitoring contract spending and compliance; approving program expenditures to ensure the efficient use of program funds, personnel, materials, facilities and time, and prepares and submits required funding requests and reports.

    Researches, recommends, and coordinates program or service changes; reviews and evaluates programs; negotiates contracts; monitors new programs or services and ensures compliance with regulations and objectives.

    Develops and monitors all contracts for assigned programs for effective program operations:
    Establishes work rules, safety requirements and performance standards. Implements policies, procedures, and standards for the efficient, safe and effective operation of assigned programs.

    Monitors service provision to ensure operational compliance with applicable rules and regulations and manages grant monitoring visits, both in person and remotely.

    Directs the development and maintenance of systems and records that provide for the evaluation, control and documentation of assigned operations in accordance with grant requirements.

    Accountable for the preparation of reports and correspondence as required. Directs the resolution of problems or emergencies affecting services' availability or quality. Responds to the most sensitive or complex inquiries or service complaints.

    Continues to seek and acquire professional education and development in best practices relevant to trauma-informed services and the experience of homelessness.

    Supervisory responsibilities Foster a strength based, supportive, and innovative culture among staff to provide excellent client care and a responsive approach to address direct care and system level challenges.

    Communicate program requirements clearly and implement them consistently with staff. Identify and address staffing needs through hiring, training, and retaining team members. Responsible for daily supervision, workload management, and evaluation of Homeless Services team in Walla Walla & Dayton offices. Regularly conducts feedback and provides annual performance evaluations and takes corrective actions in coordination with HR if needed.

    Representation/collaboration Promotes assigned programs and services, maintains contacts in service area communities; attends various public meetings and makes presentations to increase public awareness of programs; and acts as resource person for the media regarding programs and services.

    Provides program and agency representation by participating in various committee, organization and local, state and national agency meetings-including WorkFirst Partnership-to exchange information, provide guidance and input, and to remain up to date on program developments.

    BMAC Management Team responsibilities Serve as a member of the CEO's Management Team providing advice and counsel to the CEO and other department directors about overall BMAC operations.

    Contribute to efforts to monitor and maintain high morale at BMAC across departments. Serve as an ambassador for BMAC and representative of the management team with BMAC colleagues and external partners. Present to the BMAC board, staff, or others when requested. Serve as a mentor to new directors. Other responsibilities May provide direct services to clients, as necessary. Performs other related duties as assigned.


    QUALIFICATIONS:
    Education & Experience Relevant experience and/or education may be substituted for either education or work history.

    Bachelor's degree in human services or related field required; master's degree in counseling, Social Work, Psychology or Organizational development preferred Five years of experience in a social service agency, including at least two years of supervisory, contract administration, and grant management and grant writing experience.

    Two years of experience providing case management services, preferably to homeless individuals.


    Strongly preferred:
    Experience managing federal and state grants, particularly those related to providing homeless services.

    Case management experience in social service setting, and a working knowledge of issues and resources related to housing services for low-income families and individuals.

    Experience working with homeless families and young adults, including BIPOC and LGBTQIA+ populations. Knowledgeable of human service resources in our region.

    Thorough knowledge of federal, state, and local policies, procedures, and regulations applicable to contracts and program areas. Outstanding time management and leadership skills. Ability to develop and implement short- and long-range plans to meet program needs within BMAC and with external partners. Experience in closely and effectively monitoring program budgets, goals, and outcomes.

    Strong writing, reading, listening, and speaking communications skills, including the ability to explain grant guidelines to staff and translate program requirements into day-to-day practices.

    Experience hiring, training, developing, and retaining staff. Ability to work with staff to set, observe, and train on appropriate workplace boundaries. Able to meet a flexible work schedule.

    Ability to adhere to all HIPAA rules and regulations and must be an active participant in safety measures for ensuring confidentiality of information as it relates to clients and BMAC.

    Proficient with Microsoft Office products, including Outlook, SharePoint, Word, and Excel. Ability to compile and to accurately input and organize data, information, and files. Ability to learn/use CAP60 & HMIS software system.

    Ability to be flexible when managing changing priorities and schedules, without compromising the quality of outcomes, ability to complete tasks, or uphold commitments.

    Ability to establish and maintain effective working relationships with supervisory subordinates, staff, outside organizations, and the community. Ability to maintain confidentiality, set appropriate client boundaries with tact and respect. Ability to work in a fast-paced office environment with frequent interruptions and occasional crisis situations. Certifications Valid driver's license, satisfactory driving record. Must provide own licensed and registered vehicle for travel and maintain current auto insurance.


    WORK ENVIRONMENT:
    Work is generally performed in an office environment. Involves frequent local and regional travel for meetings. Some domestic travel, typically by auto or air, may be required to attend meetings and seminars. Scheduling flexibility is required to accommodate occasional evenings and weekends and unanticipated needs.
