    Function: The Fiscal/Grants Manager is a professional position primarily responsible for the preparation, monitoring and reporting of the Court's Department of Youth Services Reclaim, VOCA and numerous other grants. The Fiscal/Grants Manager ensures the maintenance of accurate financial and statistical records related to the aforementioned grants and works in coordination with the Assistant Court Administrator to ensure the Courts' compliance with grant requirements. The Fiscal/Grants Manager further helps support the day-to-day financial operations of the Court. The Fiscal/Grants Manager is an unclassified employee pursuant to Ohio Revised Code Section A)(9) and serves at the pleasure of the Judge pursuant to Ohio Revised Code Section

    Working Hours: 7:00 a.m. to 4:00 p.m., Monday through Friday. (35 hours/week)

    Salary: Commensurate with education and experience.
    Duties/Responsibilities
    • Prepares annual grant submissions and budget revisions for the Court's Department of Youth Services Reclaim, VOCA grant(s) and any other grants which may be awarded to the Court;
    • Applies accounting techniques necessary to reconcile revenues and expenditures for each grant and any grant program(s) on a monthly, quarterly, semi-annual and/or annual basis;
    • Timely prepares and maintains accurate financial and statistical data reports, including developing excel workbooks, for Assistant Court Administrator, Auditor and/or grantors on a monthly, quarterly, semi-annual and/or annual basis;
    • Responsible for completing year-end procedures and processes, including but not limited to preparing close-out reports and requests to establish new fund(s);
    • Provides assistance to Directors to ensure proper statistical reporting is submitted to the Department of Youth Services' OYAS 2.0 grant tracking system for each Reclaim funded program;
    • Participates in supervisory budget reviews and effectively communicates with Directors about the status of grant revenues and expenditures for grant-funded programs;
    • Assists Directors and Court personnel with budget proposals and projections for new projects, programs or grants;
    • Maintains routine contact with Court's Fiscal Specialist and the Greene County Auditor's Office to discuss financial reports, grant expenditures, revenues and any personnel changes which may affect the grants;
    • Assists the Fiscal Specialist with payroll, accounts payable, Title IV-D billings and the day-to-day monetary exchanges between the Court and the public on an as needed basis;
    • Retains records in accordance with appropriation retention schedule(s);
    • Maintains knowledge of Greene County and Court policies and procedures;
    • Assists with special projects assigned by the Assistant Court Administrator;
    • Attends trainings or meetings sponsored by the Department of Youth Services and the Ohio Supreme Court;
    • Ensures confidentiality policies are strictly adhered to, and;
    • Performs all other duties as assigned by the Judge, Court Administrator &/or Assistant Court Administrator.
    Minimum Qualifications

    Desirable Knowledge, Skills and Abilities:
    • Thorough understanding of accounting, bookkeeping principles and financial management;
    • Proficient in computer software systems, including the ability to design and maintain excel workbooks (Word, Excel, etc.);
    • The ability to learn and work with multiple software applications;
    • Thorough knowledge of governmental accounting and practices;
    • Understanding of payroll processes and budget preparation;
    • Possess excellent interpersonal skills, including the ability to effectively and respectfully communicate with coworkers, supervisors, community partners, and representatives of state agencies;
    • Efficient in prioritizing tasks and responsibilities;
    • Basic and intermediate mathematical skills;
    • Ability to operate various pieces of office equipment including a computer, copier, fax machine, calculator and telephone system;
    • Demonstrates a willingness to learn and a positive work ethic;
    • Ability to work independently in a fast-paced work environment;
    • Maintain regular and predictable on-site work attendance; and
    • Evidence a strong attention to detail and accuracy.
    Minimum Qualifications:
    Associates Degree in accounting, finance or equivalent field and supplemented by a minimum of two years of related experience; or any combination of training or experience which provides the necessary knowledge, skills and abilities, but must have at least two years of prior experience. Must have a valid Ohio's Driver's License

    Preferred Qualifications:
    Bachelor's Degree in accounting, finance or equivalent field supplemented by a minimum of two years of related experience. Preference may be given to applicants who have prior experience in government finance and/or grant maintenance. Must have a valid Ohio's Driver's License.
    Supplemental Information

    Working Conditions/Physical Requirements:
    Ability to complete sedentary work. Routine work hours are 7:00 a.m. to 4:00 p.m., Monday through Friday. Must be able to lift and move 25-50 pound bankers' boxes of records. Flexible schedule and limited work from home options available upon supervisory approval.

Greene County is a drug-free workplace. Employees are required to comply with all applicable local, state, and federal laws regarding drug-free workplaces and while working for the County, will be required to follow the County's drug-free workplace policy. Employees cannot work under the influence of, purchase, transfer, sell, manufacture, deliver, dispense, use, or possess illegal drugs, alcohol, marijuana (medical or recreational), or misuse/abuse prescription drugs in any way.

    There is a wide variety of benefits available to full-time permanent and some part-time permanent Greene County employees. These benefits include: health, dental, vision, life insurance, optional life insurance plans, wellness program, employee assistance program, and deferred compensation plans.

    The County pays 80% of the health care premium and 39% of the dental premium. All full-time employees are eligible for $50,000 group life insurance paid 100% by the County.

    NOTE: Employees who are non-permanent, seasonal, intermittent, part-time scheduled for less than 60 hours per pay period, and external interim, are not benefit eligible.
