    temporary manager, community relations - Los Angeles, United States - Metro

    Description

    Basic Function

    Develops and manages community outreach, programs, and activities in support of Metro's projects and initiatives.

    Example Of Duties

    • Supports Metro projects and programs during all project phases, including planning, project delivery, and operations
    • Develops, implements, and manages communication strategies and community engagement programs to inform the public, elected officials, and stakeholders of Metro projects, programs, and initiatives
    • Serves as liaison between Metro executive management and local officials, councils, neighborhood councils, and community and advocacy groups to maintain strategic relationships with project stakeholders
    • Identifies opportunities and risks for Metro's projects and develops strategies to maximize opportunities and minimize risks
    • Develops goals, objectives, workplans, and budget for the assigned area
    • Manages staff engaged in outreach programs, trains and motivates them for successful outcomes
    • Manages consultants, reviews scopes of work and budgets, and ensures performance
    • Evaluates and organizes community meetings, press conferences, and media events
    • Represents Metro at public venues and meetings
    • Maintains communications with staff of elected officials regarding constituent interests on studies, projects, and initiatives
    • Researches incidents, complaints, and concerns, and works with stakeholders to achieve solutions
    • Provides responses to transportation concerns from internal and external customers
    • Provides recommendations to project management teams regarding community impacts
    • Serves as the coordinator of communications and strategic development for internal departments on major projects
    • Provides day-to-day management and strategic direction to staff
    • Acts as lead strategist for visual, online, and graphic communications
    • Utilizes social media metrics to enhance online communications
    • Develops strategic plans to mitigate impacts related to construction
    • Facilitates community advisory committees on challenging projects
    • Conducts crowdsourcing efforts
    • Implements safety rules and procedures in support of the agency's safety goals
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies of Metro are carried out

    Requirements For Employment

    A combination of education and/or experience that provides the required knowledge, skills, and abilities for the position. A typical combination includes:

    Education

    • Bachelor's Degree in Communications, Political Science, Public Policy, Public Administration, Business, or a related field; Master's Degree in Public Policy preferred

    Experience

    • Six years of relevant experience or three years of supervisory-level experience in public affairs or community relations for a government agency

    Certifications/Licenses/Special Requirements

    • A valid California Class C Driver License or an alternative method of transportation

    Preferred Qualifications

    • Experience with community engagement for public infrastructure projects
    • Experience managing project budgets
    • Experience drafting public-facing reports
    • Experience working with diverse community stakeholders

    Knowledge:

    • Principles and practices of community relations
    • Protocol of local and state government and community groups
    • Theories and practices of online communication and digital media
    • Theories and practices of transportation and land use planning, and public finance
    • Federal, state, and municipal legislative processes
    • Research and analytical techniques
    • Public works and transportation projects
    • Social media strategy and marketing
    • Group dynamics and consensus building

    Skills:

    • Developing communication strategies for transportation projects
    • Designing and managing public programs through traditional and social media
    • Communicating with diverse populations
    • Analyzing situations and recommending solutions
    • Communicating effectively orally and in writing

    Abilities:

    • Conducting meaningful outreach to support projects
    • Communicating technical information to diverse audiences
    • Working well with diverse teams
    • Representing the organization before the public and officials
